Relating to school meals; declaring an emergency.

HB 3312 requires Oregon public schools and districts to provide free breakfast and lunch to all students, without income checks, if they qualify for USDA meal programs. For schools not meeting that eligibility, it mandates free meals only for students from households earning under 300% of the federal poverty level. The state education department will reimburse schools for meal costs, but only if sufficient funds are available. The law takes effect July 1, 2025, and declares an emergency to expedite implementation.
