Relating to reporting by recipients of public moneys; prescribing an effective date.

Requires certain recipients of grant or loan moneys distributed by state agencies to submit annual reports to committees of Legislative Assembly. Directs state agencies to notify recipients of requirements of Act. Requires persons required to file reports under Act to disclose amount and recipient of political contributions made within specified time frame. Takes effect on 91st day following adjournment sine die.

Relating to a nurse licensure compact; prescribing an effective date.

Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.

Relating to health care services; declaring an emergency.

Requires Oregon Health Authority to study methods by which to increase access to health care services in cities and unincorporated areas with 10,000 or fewer residents. Directs authority to submit report to interim committees of Legislative Assembly related to health care not later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to fire insurance that covers property located in the wildland-urban interface; prescribing an effective date.

Prohibits insurer from canceling or raising premiums on policies of fire insurance by more than three percent if insured's property is located within wildland-urban interface or insured's primary employment or economic or business activity is farming or resource extraction. Specifies exceptions. Requires Department of Consumer and Business Services to determine by rule how to measure employment or economic or business activity for purposes of qualifying for limitations on cancellations and policy increases. Takes effect on 91st day following adjournment sine die.

Relating to pregnancy resources.

Directs Oregon Health Authority to establish toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when abortion is medically necessary. Prohibits performance of abortion unless pregnant person consulted with pregnancy resources hotline at least 48 hours prior to procedure. Creates exception. Directs authority to conduct annual records audits to ensure compliance with provisions of Act. Creates penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.
