Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .

Requires health benefit plan and health care service contract coverage of pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections and pediatric acute-onset neuropsychiatric syndrome.
Provides that person who voluntarily fights wildfire on private forestland is not civilly liable for injury to person or property resulting from good faith performance of firefighting efforts.
