Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Directs Department of Human Services to deduct expenses for medically necessary guardianship services from recipient's income when calculating eligibility for assistance provided by Oregon Supplemental Income Program. Describes expenses for medically necessary guardianship services to include court-approved fees, costs and expenses incurred by recipient, including expenses for guardian services necessary for guardian to provide informed consent to medical treatment on recipient's behalf and, in certain situations, fees and costs incurred by recipient initiating protective proceeding. Requires notice of motion to approve expenses for medically necessary guardianship services to be provided to department. Takes effect on 91st day following adjournment sine die.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Imposes assessment on large employers with employees who receive or who have minor children who receive certain types of public assistance in this state, in amount equal to public assistance paid. Requires that moneys collected are used to support programs for low-income individuals and families. Makes refusal to hire recipient of public assistance or adverse employment action against recipient of public assistance unfair employment practice. Applies to tax years beginning on or after January 1, 2022.
Establishes procedure for aggrieved person, whistleblower or representative organization to bring action in name of state to recover civil penalties for violations of certain laws related to labor and employment. Provides for distribution of civil penalties recovered.
Establishes Oregon Cash Depository Corporation as independent public corporation and prescribes corporation's purposes and powers. Directs corporation to lease or acquire real property and construct or renovate offices, facilities and business locations throughout state at which corporation receives, handles, stores and dispenses cash and other valuable property. Establishes Oregon Cash Depository Corporation Fund in State Treasury and requires corporation to deposit all moneys corporation receives into fund. Permits corporation to invest moneys in fund and fraction of corporation's deposits in accordance with provisions of Act. Subjects corporation to annual audit by Secretary of State and requires corporation to respond to recommendations in audit report. Requires study of corporation's operations every four years and report to Legislative Assembly. Requires Attorney General to defend corporation and directors, officers and employees of corporation against claim or charge brought for actions in performing duties of corporation. Becomes operative January 1, 2020. Declares emergency, effective on passage.
Resolves that in each biennium, Legislative Assembly shall appropriate from General Fund to Department of Veterans' Affairs amount that is no less than amount appropriated from General Fund to Department of Veterans' Affairs in biennium beginning July 1, 2015, as adjusted.
Requires certain state agencies and colleges at Oregon State University to conduct certain studies on opportunities for greenhouse gas sequestration by and emissions reductions from activities related to Oregon's natural and working lands and in Oregon's forest products, agricultural and building materials industries, transportation sector and electricity sector. Sunsets requirements for studies December 31, 2020. Requires State Forestry Department and Department of State Lands to pursue agreements for shared stewardship of national forests between State of Oregon and United States Forest Service Pacific Northwest Region, with key purpose of reducing greenhouse gas emissions related to wildfire. Increases, to two, number of reviews of clean fuels program required to be conducted by Department of Environmental Quality. Directs State Department of Energy to complete second study on impact of Oregon renewable portfolio standards on jobs in this state no later than September 15, 2020. Takes effect on 91st day following adjournment sine die.
Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.

Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023.
