Requires that percentage of net lottery proceeds from sports betting games be applied against unfunded actuarial liability of Public Employees Retirement System.
Directs Office of Emergency Management, in administering grants issued by federal State Homeland Security Grant Program, to eliminate restrictions on use of grant moneys and to distribute moneys to applicants using formula grant instead of competitive process. Provides that office is not required to administer program in manner that may jeopardize state eligibility for federal grant moneys.
Requires owners to register all-terrain vehicle, if vehicle is not otherwise registered in this state.
Requires State Department of Fish and Wildlife to establish program for strategic investments in initiatives related to ocean acidification and hypoxia. ] Appropriates moneys from General Fund to department for purposes of program. ] Oregon Ocean Science Trust, State Department of Fish and Wildlife and Higher Education Coordinating Commission in certain amounts for certain purposes related to ocean chemistry. Declares emergency, effective July 1, 2019.
Requires Oregon Health Authority, in consultation with Department of Environmental Quality, to study manners in which state has authority to regulate use of asbestos in new products manufactured, sold or offered for sale in Oregon, and submit report on findings to interim committees of Legislative Assembly related to environment and natural resources on or before September 15, 2021. Sunsets January 2, 2022.
Directs State Department of Fish and Wildlife to establish anti-poaching awareness program. Authorizes State Fish and Wildlife Commission to adopt rules to implement program. Appropriates moneys from General Fund to State Department of Fish and Wildlife for anti-poaching awareness program. Increases maximum penalty for certain wildlife law offenses committed with culpable mental state to five years' incarceration, $125,000 fine, or both. Increases maximum penalty for certain wildlife law offenses committed without culpable mental state to $2,000 fine. Expands State Fish and Wildlife Commission authority to adopt rules relating to use of drones by State Department of Fish and Wildlife to include use of drones for preventing and detecting poaching. Requires Attorney General to make one or more employees of Department of Justice available to local governments to assist local governments with prosecuting violations of wildlife laws related to poaching. Declares emergency, effective July 1, 2019.
Removes provisions relating to limitations on hospital reimbursement rates for Public Employees' Benefit Board and Oregon Educators Benefit Board. Declares emergency, effective on passage.
Directs State Board of Education to adopt by rule complaint process to report school district policy in violation of state law prohibiting harassment, intimidation, bullying and cyberbullying. Directs board to adopt rules relating to complaint investigation and standards to determine whether school district policy prohibiting harassment, intimidation, bullying and cyberbullying complies with and is applied in accordance with state law. Directs Department of Education to establish system to track number of reported incidences of harassment, intimidation, bullying or cyberbullying that occur in each school district. Declares emergency, effective July 1, 2019.
Creates crime of unlawful discharge of a firearm. Punishes by maximum of six months' imprisonment, $2,500 fine, or both.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
