Authorizes Bureau of Labor and Industries to conduct inquiries and investigations, including criminal records checks, to determine whether employer and any employees of employer have adequate character and fitness to employ minors in compliance with provisions relating to employment of minors. Requires Commissioner of Bureau of Labor and Industries to adopt rules no later than January 1, 2021. Requires submission of attestation form before bureau may issue annual employment certification to employer. Authorizes commissioner to deny, revoke or refuse to issue employment certification and impose civil penalty if employer falsifies or misrepresents information in attestation form or permits employee who is required to report as sex offender to have direct contact with minor who is employed by employer. Allows minor who is employed by employer and who claims to be aggrieved by employer's failure to comply with requirements to file civil action. Declares emergency, effective on passage.

Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures, required fees and persons that are exempt from requirement. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative on July 1, 2021. Requires each public post-secondary institution of education to develop and use assessment system to determine student eligibility to enroll in lower-division collegiate coursework in English or mathematics. Sets forth requirements of assessment system. ] Prohibits public institution of higher education from requiring student to enroll in course designed to prepare student for enrollment in lower-division collegiate coursework in writing or math unless student was evaluated for placement through specified assessment systems. Requires each institution to report to Higher Education Coordinating Commission list of what measurements will be used in assessment system no later than December 31, 2020. Modifies procedure for expunction of certain juvenile records. Directs juvenile department to initiate statutory expunction process for juvenile records relating to contact that did not result in referral to juvenile court. Directs juvenile department to apply for expunction of juvenile records if juvenile had contact with juvenile department but was never found to be under jurisdiction of juvenile court. Changes punishment for releasing all or part of expunged record from misdemeanor to violation punishable by maximum of $2,000 fine. Modifies process for access to counsel for persons seeking to file application for expunction of juvenile records. Directs Oregon Youth Authority, in collaboration with county juvenile departments and Judicial Department, to submit report and recommendations for legislation regarding juvenile expunction process to interim committees of Legislative Assembly relating to juveniles. Appropriates moneys from General Fund to Oregon Youth Authority to distribute to juvenile departments for certain expunction activities. ] Takes effect on 91st day following adjournment sine die.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
