Establishes certain requirements concerning aquaculture. Establishes the Aquatic Animals Fund, separate and distinct from the General Fund. Appropriates moneys in the Aquatic Animals Fund to the State Department of Fish and Wildlife for certain purposes related to aquaculture and aquatic animals.
] [ Requires the Legislative Revenue Officer to study issues of local taxation. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026. ] Allows city and county services for which net local transient lodging tax revenue may be used to be provided either directly by the city or county or indirectly by a special district. Changes the division of allowable uses of net local transient lodging tax revenue from at least 70 percent for tourism-related expenses and no more than 30 percent for city or county services, to at least 40 percent and no more than 60 percent, respectively. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Takes effect on the 91st day following adjournment sine die.
Creates additional rules and requirements for pharmacy benefit managers and a policy or certificate of health insurance or other contract providing for the reimbursement of the cost of a prescription drug.
Directs the State Department of Geology and Mineral Industries to study risks and issues relating to earthquake-induced [ dispersion of hazardous materials ] toxic inhalation . Requires the department to submit a report on the study to the State Resilience Officer by December 1, 2027. Provides that the study and report are confidential pending review by the Director of the Oregon Department of Emergency Management. Declares an emergency, effective on passage.
Requires the Land Conservation and Development Commission to update the statewide land use planning goal relating to "citizen involvement" by rule by [ June 30, 2027 ] June 30, 2029 . Requires the advisory committee appointed by the Department of Land Conservation and Development to provide the commission with draft recommendations by June 30, 2027. Requires the Department of Land Conservation and Development to make recommendations by December 31, 2026, relating to the goal amendment process to the interim committees of the Legislative Assembly [ relating ] related to land use. Establishes the Public Involvement Goal Update Fund. Appropriates moneys to the department for deposit into the fund. Sunsets January 2, 2030. Declares an emergency, effective on passage.
Establishes an income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.
] Prescribes requirements for [ a cardiac emergency response plan for each school ] schools related to automated external defibrillators . Appropriates moneys to the Department of Education for distribution to school districts and public charter schools to assist in the implementation of the requirements [ of the plan ]. Allows an exclusion from the Oregon taxable estate of a surviving spouse for the unused portion of exclusion that applied to the prior deceased spouse of the decedent. Applies to estates of decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
] Directs the Oregon Department of Administrative Services to develop enterprise strategic workforce plans and to work with executive department agencies on implementation. Grants the department the authority to require agency-specific plan implementation and grants the department director the authority to exempt specific agencies from planning programs. [ Establishes the Enterprise Definitions and Standards Task Force and authorizes the task force to adopt ] Directs the department to develop enterprise-wide definitions and standards that are common among agency functions and to identify dormant or obsolete definitions and standards. Requires state agencies to make prospective conforming changes to agency rules. Authorizes the [ task force ] department to recommend proposed statutory changes to the Legislative Assembly. Sunsets the [ task force ] enterprise-wide definitions and standards effort on January 2, 2030. Establishes reporting requirements for public funds that are distributed by state agencies to private, nonprofit and nongovernmental entities. Provides direction [ on the use of these reports, and alternative information, ] to enhance transparency concerning the use of these funds. Establishes the Key Performance Measure [ Task Force ] Council to make recommendations to enhance the effectiveness of key performance measures in measuring performance-based outcomes and to achieve other outcomes. Creates the [ small agency team and the economic impact team ] specialist team of auditors within the Secretary of State's Division of Audits and directs that [ each ] the team be staffed by at least three auditors. Directs that the [ small agency ] team focus on conducting audits of small public entities [ and that the economic impact team focus on conducting audits to maximize economic returns on investment ] or public entities that have not been audited in at least 10 years . Takes effect on the 91st day following adjournment sine die.
