Establishes timeline for restrictions on sales of petroleum diesel for use in motor vehicles. Establishes timeline for restrictions on purchase of petroleum diesel for use in motor vehicles by public bodies. ] Directs State Department of Agriculture to suspend enforcement of restrictions if supply of renewable diesel is determined to be insufficient to meet anticipated demand. ] Directs State Forestry Department to study feasibility of converting lignocellulosic biomass derived from invasive tree species into renewable diesel feedstocks. ] Establishes Task Force on Renewable Diesel. Directs task force to study availability of renewable diesel, estimate current and future demand for diesel fuels, study incentives for increasing availability of renewable diesel and study implications of removing petroleum diesel from state marketplace. Directs Department of Revenue to develop schedule allowing personal income taxpayers to voluntarily report taxpayers' self-identified race and ethnicity identifiers. Requires restricted access to collected data. Prohibits access to data by department collection and audit staff or by Internal Revenue Service. Prohibits commercial ] use of data by tax practitioners and tax preparation software vendors for purposes other than preparing and filing of returns . Directs department to report annually, beginning in 2023, on development and implementation of data collection schedule to appropriate committee or interim committee of Legislative Assembly related to information management and technology. Sunsets reporting requirement on January 2, 2028. Takes effect on 91st day following adjournment sine die.

Requires task force to submit report to interim committee of Legislative Assembly related to human services, mental health and recovery not later than November 1, 2022. Requires pharmacist who dispenses opioid prescription to offer prescription for naloxone, or similar drug, and information about naloxone under specified circumstances. Creates exceptions to requirement to offer prescription for naloxone or similar drug. Allows pharmacy, health care professional or pharmacist to distribute and administer drug similar to naloxone. Allows certain persons to administer, to individual experiencing opioid overdose, drug similar to naloxone that was not distributed to individual. Requires pharmacies to provide written notice that drug similar to naloxone is available at pharmacy. Requires health benefit plan to provide payment or reimbursement for naloxone prescription and dispensation by pharmacist. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.
Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Specifies that person's residence is where person resided prior to incarceration. .
Increases distance from certain parts of public places and places of employment within which person may not smoke, aerosolize or vaporize inhalant from 10 feet to 25 feet. Creates exception for public places and places of employment that hold specified licenses issued by Oregon Liquor and Cannabis Commission.
Requires individual and group health insurance policies, health care service contractors and multiple employer welfare arrangements to provide reimbursement for at least three primary care visits annually in addition to one annual preventive primary care visit covered without cost-sharing. Exempts commercial plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and , beginning January 1, 2024, state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Limits copayments for services provided by behavioral health home and patient centered primary care home on same day or in same facility. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and , beginning January 1, 2024, state medical assistance program from requiring prior authorization for specialty behavioral health services provided at behavioral health home or patient centered primary care home.
Adds to cancers covered by rebuttable presumption of occupational disease for eligible nonvolunteer firefighters. Requires Workers' Compensation Management-Labor Advisory Committee to review material published by National Institute for Occupational Safety and Health related to cancers associated with nonvolunteer firefighters.
