Relating to courts.

Modifies provisions relating to peremptory challenges to jurors. Modifies standard for disqualification of judges. Provides that prosecution in criminal case may not move to disqualify judge solely on basis that prosecution cannot have fair and impartial trial or hearing before judge. Provides that justifiable use of physical force in self-defense or in defending third person is affirmative defense when defendant engaged in, directed or otherwise participated in wrongful conduct that was intended to cause victim to be unavailable as witness, and did cause victim to be unavailable.

Proposing amendment to Oregon Constitution relating to banks.

Proposes amendment to Oregon Constitution to specify that section restricting certain banks does not prohibit establishment of bank owned or operated by State of Oregon. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes position of Tribal Relations Liaison within Department of State Police. Directs Board on Public Safety Standards and Training to ensure ] provide, no later than October 31, 2022, in report to appropriate interim committees of Legislative Assembly, operational plan for training police officers and certified reserve officers are trained ] to investigate and report cases involving missing or murdered indigenous persons. Relating to health care providers; declaring an emergency.

Requires Department of Consumer and Business Services to meet monthly with specified health care providers to discuss providers' concerns regarding insurer practices. ] Requires Department of Consumer and Business Services to study trends in reimbursement paid to specified health care providers by insurers and third party administrators and report findings to interim committees of Legislative Assembly related to health no later than November 30, 2022 ] September 15, 2023 . Requires Division of Audits of Secretary of State to conduct audit of practices and drug pricing mechanics of pharmacy benefit managers that contract with state agencies and report findings to interim committees of Legislative Assembly related to health no later than September 15, 2023. ] Requires department to adopt rules to implement statutory requirements related to pharmacy benefit managers and apply requirements to contracts that automatically renew on or after effective date of Act. ] Declares emergency, effective on passage.

Relating to salmonid habitat restoration; prescribing an effective date.

Directs Department of State Lands, in consultation with State Department of Fish and Wildlife, to establish salmon credit program to encourage voluntary restoration of salmonid habitat and allow persons to meet compensatory mitigation obligations. Establishes Salmon Credit Trust Fund. Takes effect on 91st day following adjournment sine die.

Relating to the prevalence of child abuse in Oregon.

Directs University of Oregon to conduct study on prevalence of child abuse in this state and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study and report.

Relating to statewide education plans; declaring an emergency.

Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Directs Department of Education to evaluate and revise processes for collection of racial and ethnic data for purpose of developing and implementing statewide education plans. Declares emergency, effective March 9, 2022.
