Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Explicitly authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray caregiving expenses for relative of candidate or office holder if expenses would not exist without campaign activity or holding of public office.

Requires local public health authorities and coordinated care organizations to provide funding to support school-based programs providing dental disease prevention services.
Requires Oregon Health Authority to take steps to limit cost to hospitals, ambulatory surgical centers and extended stay centers for compiling and reporting records and data. Limits fee charged by authority for collecting records and data. ] Eliminates requirement for ambulatory surgical centers and extended stay centers to file ambulatory surgery discharge abstract records with Oregon Health Authority. Requires authority to adopt rules, in collaboration with representatives of ambulatory surgical centers, for data reporting by ambulatory surgical centers and extended stay centers. Authorizes Oregon Patient Safety Commission to share with authority data reported to commission by ambulatory surgical centers and extended stay centers. Requires Health Evidence Review Commission to develop evidence-based guidelines for extended stay centers based on data collected over two- and four-year periods. Removes ability of parent to decline required immunizations against restrictable diseases on behalf of child for reason other than child's indicated medical diagnosis. Allows child who is not immunized or exempt for reason of indicated medical diagnosis to attend school that provides education program through online courses. Prohibits child from attending in-person ] in person specified school-related activities ] events, meetings and opportunities . Defines "restrictable diseases." Allows Oregon Health Authority to recommend additional diseases against which children may be immunized. Directs boards that regulate certain licensed health care practitioners to review documents completed by licensed health care practitioners granting exemptions from immunization requirements because of indicated medical diagnosis. Defines "licensed health care practitioner." Requires boards to report annually to authority on results of review. Requires authority to report annually to Legislative Assembly on reports submitted by boards. Directs Oregon Health ] authority to establish outreach and education plan regarding disease control in schools. Allows child who is not immunized to continue attending school in person until August 1, 2020. Declares emergency, effective on passage.
Requires carrier to offer, in at least 25 percent of carrier's health benefit plans at each coverage level, flat dollar copayments that meet specified criteria for prescription drug coverage. Requires carriers to report annually to Department of Consumer and Business Services specified information about changes to formulary, cost sharing and utilization controls for prescription drugs.
