Requires investigator, prior to interviewing child who witnessed or is victim of act under investigation, to notify child that child may request presence of parent or guardian during interview. ] Directs county sheriffs, municipal police departments, university police departments and Oregon State Police to develop policies regarding parental notification of interviews of child witnesses and to submit report regarding policies developed to interim committees of Legislative Assembly by September 15, 2022. Takes effect on 91st day following adjournment sine die.

Allows pharmacist to use telepharmacy to deliver pharmacy services to patient at remote location. Defines "telepharmacy." Takes effect on 91st day following adjournment sine die.

Requires Public Employees' Benefit Board, Oregon Educators Benefit Board and private insurers to provide insurance coverage to adult disabled children and adult disabled siblings ] of insureds under certain circumstances.

Creates rebuttable presumption that person violated prohibition against retaliation or discrimination against employee or prospective employee if person takes certain action against employee or prospective employee within 60 days after employee or prospective employee has engaged in certain protected activities. Provides that employee or prospective employee bears burden of proof when person takes certain action against employee or prospective employee more than 60 days after employee or prospective employee has engaged in protected activities. Applies to complaints and civil actions filed in which decision or judgment is entered on or after effective date of Act. Declares emergency, effective on passage.

Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Prohibits individual and group health insurance policies, health care services contractors and multiple employer welfare arrangements from imposing more than single copayment ] Limits copayments for services provided by behavioral health home and patient centered primary care home on same day or in same facility . Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program from requiring prior authorization for specialty behavioral health services provided at behavioral health home or patient centered primary care home.

Requires local governments to allow certain residential development within one-eighth mile of fixed guideway corridor stops. Establishes deadlines to incorporate requirements into land use plans.

Requires Department of Consumer and Business Services to develop and implement programs to make one-time payments directly to certain workers as incentive payments to return to work or as worker retention payments for workers who were frontline essential workers during first year of COVID-19 pandemic. Declares emergency, effective on passage.

Directs Housing and Community Services Department to establish and maintain uniform rental application system. Requires landlords to accept uniform rental application submitted with uniform tenant screening report. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.

Declares racism as public health crisis in this state.
