Rep. Ken Helm

Directs the Oregon State University Extension Service and the College of Agricultural Sciences of Oregon State University to study the distribution and occurrence of perfluoroalkyl and polyfluoroalkyl substances (PFAS) found in biosolids applied to agricultural fields that do not produce crops intended for human consumption. Directs the extension service and college to submit a final report to the interim committees of the Legislative Assembly related to agriculture not later than September 1, 2028. Declares an emergency, effective on passage.

Authorizes the Water Resources Commission to approve a Deschutes River water bank pilot program. Establishes certain requirements for the pilot program. Increases Water Resources Department expenditure limitation authority to fund the pilot program. Sunsets the pilot program on January 2, 2034.

] Requires the Legislative Policy and Research Director to conduct a study on statewide attendance initiatives. Directs the Department of Education to convene an advisory committee to review the study and to recommend for adoption by the State Board of Education a policy regarding the improvement of school attendance. [ Requires the department to make available to the public data provided to the department by school districts and public charter schools related to students who are regular attenders and students who are chronically absent. ] [ Directs the department to develop best practices related to student absences and to develop a common coding system for school districts to record and report student absences. ] [ Modifies requirements and allowed uses of grants awarded to school districts to implement a parent notification and early warning system. ] Declares an emergency, effective on passage.

Increases boating fees and deposits moneys into the Aquatic Invasive Species Prevention Fund. Provides that a waterway access permit is required while operating a nonmotorized boat of any length. Creates exceptions.

] Declares a state policy regarding the electric transmission system. Requires an electric company to file with the Public Utility Commission a strategic plan for using grid enhancing technologies where doing so is cost-effective. Requires the plan to be updated [ every two years ] with the integrated resource plan . Requires an electric [ company to carry out the electric ] company's first filed strategic plan to identify which actions can be carried out not later than January 1, 2030. Requires an electric company to conduct a cost-effectiveness and timetable analysis of multiple strategies when proposing additions, improvements or modifications to a transmission system. Requires local governments to review certain applications for the use of grid enhancing technology in an existing right-of-way or easement without holding a hearing and through the application of only clear and objective criteria. Takes effect on the 91st day following adjournment sine die.

[ Instructs the State Fish and Wildlife Commission to adopt rules that prohibit ] Prohibits a person from taking a beaver on waters or watersheds that are classified in a certain manner or on public land that is within the watersheds or within 200 feet of the ordinary high water mark of the waters. [ Creates an ] Provides exceptions, including an exception for employees of federal and state land management agencies.

[ Reduces ] Fixes at six percent maximum rent increases for rental spaces in a larger facility [ to match changes to the consumer price index. Limits to 10 percent the maximum increase in rent paid by the purchaser of a dwelling or home in a facility. ] beginning in 2026. Creates an exception for certain infrastructure upgrades approved by a vote of the tenants. Prohibits a landlord from requiring aesthetic improvements or internal inspections as conditions of sale of a dwelling or home in a facility. [ Requires the Housing and Community Services Department to study water, sewer and septic systems of facilities and to report to the interim committees of the Legislative Assembly related to housing by September 15, 2026. ] Declares an emergency, effective September 1, 2025.

] Modifies the qualifications for certain statutes of limitations for civil actions based on allowing, permitting or encouraging child abuse and sexual assault. Prospectively eliminates the statute of limitations for civil actions based on sexual assault or child sexual abuse. Declares an emergency, effective on passage.

Allows a physician or physician associate to use telemedicine to practice medicine or provide health care services under specified circumstances to a patient located out of state. Clarifies that the physician or physician associate is subject to the laws regulating the practice of medicine in the jurisdiction where the patient is located.

Establishes the Climate Superfund Cost Recovery Program within the Department of Environmental Quality. Establishes the Climate Superfund Cost Recovery Program Account. Requires the State Treasurer to conduct an assessment on the costs of greenhouse gas emissions. Takes effect on the 91st day following adjournment sine die.
