Directs task force to submit findings to interim committees of Legislative Assembly related to energy and economic development no later than September 15, 2023. Appropriates moneys from General Fund to State Department of Energy for purpose of carrying out duties of task force. Declares emergency, effect on passage.
Amends reporting requirements for real estate transaction sampling of domestic wells to require labs conducting tests to submit results to Department of Environmental Quality. Requires department to make results of tests available to public and provide results of tests to Oregon Health Authority. Authorizes authority to analyze results of tests and conduct ground water contaminant education and outreach. Becomes operative July 1, 2024.
Establishes Rent Reporting Pilot Program in Housing and Community Services Department. Appropriates moneys from General Fund for pilot program. Requires department to report to appropriate interim committee of Legislative Assembly on program on or before September 15, 2025. Sunsets January 2, 2027. Declares emergency, effective on passage.
Directs Department of Transportation to establish grant program for fuel cell electric vehicle and hydrogen fueling demonstration projects. Appropriates moneys from General Fund to department for grant program. Requires department to study existing state statutes, regulations, rules and policies that may impede or hinder wide-scale adoption and use of fuel cell electric vehicles and hydrogen fueling. Directs department to submit findings and recommendations to interim committees of Legislative Assembly related to energy and economic development not later than September 15, 2024.
Establishes Columbia River Commercial Gillnet Buyback Fund. Directs State Fish and Wildlife Commission to establish Columbia River gillnet vessel permit buyback program. Prohibits commission from taking certain actions with respect to Columbia River fisheries when compared to restrictions in place from 2017 to 2020. Eliminates lottery for Columbia River gillnet vessel permits.
Increases penalties for assault committed against parks and recreation employees. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.
Authorizes holders of certain water rights in Upper Klamath Basin to relocate points of diversion to consolidated point of diversion under certain circumstances.
