Extends to January 2, 2029, sunset of program for provision of rebate for construction or installation of solar electric system or paired solar and storage system, for residential customer or low-income service provider, on real property in Oregon. Modifies definition of "paired solar and storage system." Requires State Department of Energy, under renewable energy production system grant program, to waive requirement that construction begin within 12 months of grant award if construction was delayed because of supply chain or workforce disruptions or shortages related to COVID-19 pandemic and construction began between March 1, 2020, and March 31, 2022.
Provides that persons whose farming or ranching operation suffered economic loss in 2022 due to certain natural disasters may apply for forgivable loans. Modifies other provisions of forgivable loan program. Declares emergency, effective on passage.

Extends property tax exemption to commercial community solar projects first granted exemption for property tax year beginning on or after July 1, 2023. Takes effect on 91st day following adjournment sine die.
Establishes grant program within State Department of Energy to provide grants to fund replacement of generators that use diesel or fossil fuels with renewable hydrogen-fueled generators. Directs department to prioritize awarding grants for emergency shelters and infrastructure, facilities and buildings related to provision of critical public services, health care and utilities. Appropriates moneys from General Fund to Renewable Hydrogen-Fueled Generator Grant Fund. Directs department to develop planning goals for development of hydrogen production and storage and other hydrogen-related infrastructure. Directs department to incorporate planning goals into updated state energy strategy.
Directs Oregon Department of Administrative Services to provide grants to counties and soil and water conservation districts for removal ] treatment of western juniper. Appropriates moneys for grants. Requires department to provide grants within 60 days of effective date of Act. Directs department to provide grant to organization operating in specified counties to coordinate western juniper treatment activities. Restricts ability for public bodies other than Real Estate Agency to regulate or condition properties based on submission to condominium form of ownership. Allows condominium to change its name to name similar to its own.
