Relating to energy facilities.

Requires the Energy Facility Siting Council to conclude a contested case and issue a final order within 12 months from the date of a proposed order. [ Provides that any final order issued by the council is appealable directly to the Supreme Court. ] Requires the council to include in all final orders approving or rejecting an application for a site certificate or amended site certificate any decisions related to or arising from a contested case on the application. Requires a petitioner to establish individual or associational standing to appeal a final order. Provides that the council's approval or rejection of an application or request for an amendment, including decisions related to or arising from a contested case on the application or request, is conferred upon the Supreme Court. [ Allows a holder of a site certificate to file a notice for minor changes to the site boundaries of an energy facility. Allows a holder of a site certificate for certain energy facilities to file a request to extend by up to three years the deadlines by which construction of a facility must begin or be completed as specified in the site certificate. ] [ Narrows the criteria by which the Public Utility Commission reviews a petition for a certificate of public convenience and necessity for overhead transmission lines. Directs the commission to review a petition for a certificate of public convenience and necessity without requiring a petitioner to first obtain any required land use approvals. ] [ Allows the use of a site certificate for a high voltage transmission line as conclusive evidence of public use and necessity for any proceeding for condemnation of land or an interest therein. Allows a high voltage transmission line that has been designated as having statewide significance by a regional transmission authority that is established under state law to be placed in areas zoned for exclusive farm use. ] Allows a person who holds a site certificate to request to add area to the approved site boundary without the council requiring an amendment to the site certificate.

Relating to accommodations for students diagnosed with a brain injury; and declaring an emergency.

Prescribes the requirements for an immediate and temporary accommodations plan to be implemented when a public education provider receives notification that a student has been diagnosed with a concussion or other brain injury. Declares an emergency, effective on passage.

Relating to exempt uses of water.

Permits certain exempt ground water users to withdraw up to 3,000 gallons of water per day for watering any lawn or noncommercial or commercial garden that does not exceed one-half acre. Provides that the exemption applies to the use of water for growing industrial hemp but otherwise not to the use of water to grow plants in the plant Cannabis family Cannabaceae. Provides that, for two years, the exemption does not apply to the use of ground water for watering any commercial garden in the Lower Umatilla Basin Groundwater Management Area. Specifies that the total combined use for industrial or commercial purposes, when combined with a commercial garden, may not exceed 5,000 gallons per day.

Relating to crimes constituting domestic violence; and prescribing an effective date.

] Provides that a pleading, an admission or a finding that criminal conduct constitutes a crime [ constitutes ] involving domestic violence is not an element of the crime for merger purposes. Takes effect on the 91st day following adjournment sine die.

Relating to qualifying facilities under the Public Utility Regulatory Policies Act of 1978; and prescribing an effective date.

Requires the Public Utility Commission to establish an eligibility cap at no less than 10 megawatts for the use of standard avoided costs rates and contracts for the purchase of energy or energy and capacity from qualifying facilities under the Public Utility Regulatory Policies Act of 1978. Takes effect on the 91st day following adjournment sine die.

Relating to the jurisdiction of the Energy Facility Siting Council over wind energy facilities.

Increases from 50 megawatts to 100 megawatts the minimum size that a wind energy facility needs to be before a wind energy facility is required to obtain a site certificate from the Energy Facility Siting Council. Requires an applicant for a county land use permit to provide a decommissioning plan if the application is to establish a wind energy facility with an average electric generating capacity of at least 50 megawatts but less than 100 megawatts.

Relating to the unlawful dissemination of intimate images.

] [ Increases the penalty for unlawful dissemination of an intimate image and renames the crime. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both, or 10 years' imprisonment, $250,000 fine, or both, if the person has a prior conviction. Modifies the crime to include the disclosure of digitally created, manipulated or altered images. ] [ Creates the crime of unlawful dissemination of an intimate image in the second degree. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, if the person has a prior conviction. ] Modifies the crime of unlawful dissemination of an intimate image to include the disclosure of digitally created, manipulated or altered images.

Relating to domestic water supply district authority; and declaring an emergency.

] Expands the justifications for a domestic water supply district to exercise the powers of a sanitary district. Requires a public hearing on the exercise of the powers and written consent from any sanitary district or other provider of sanitary services within the district. Declares an emergency, effective on passage.
