] Prohibits a person that [ advertises ] offers or sells consumer goods or [ consumer ] services [ for sale ] in this state from [ displaying in an advertisement or quoting during a transaction ] advertising, displaying or offering a price for the consumer goods or [ consumer ] services that does not include [ or disclose every fee ] all fees and charges that [ the consumer ] a resident must pay to complete the [ sale of ] transaction in the consumer goods or [ consumer ] services other than taxes or fees that a governmental body imposes on the transaction or reasonable charges actually incurred for shipping the goods or providing the services . Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act.
] Directs the Public Utility Commission to establish a pilot program that allows each natural gas company to develop a utility-scale thermal energy network pilot project to provide heating and cooling services to customers. Requires each natural gas company to file a proposal and plan to develop a pilot project or an explanation for why the natural gas company is not submitting a proposal. Identifies criteria the commission shall take into consideration in evaluating a proposal. Establishes labor standards and reporting requirements for certain thermal energy network projects. Takes effect on the 91st day following adjournment sine die.
Provides that an operator may require a person who engages in a sport, fitness or recreational activity in various ways to release the operator from claims for ordinary negligence. Directs the Oregon Business Development Department, with the assistance of the Department of Consumer and Business Services, to study issues facing the recreation industry and report to a committee of the Legislative Assembly related to the environment no later than September 15, 2026. Appropriates moneys for study. Declares an emergency, effective on passage.
] [ Requires the Legislative Revenue Officer to study issues of local taxation. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026. ] Allows city and county services for which net local transient lodging tax revenue may be used to be provided either directly by the city or county or indirectly by a special district. Changes the division of allowable uses of net local transient lodging tax revenue from at least 70 percent for tourism-related expenses and no more than 30 percent for city or county services, to at least 40 percent and no more than 60 percent, respectively. Allows units of local government with restricted grandfathered local transient lodging tax regimes to take advantage of the new provisions of the Act. Takes effect on the 91st day following adjournment sine die.
Instructs Oregon Consensus at Portland State University and Oregon State University to support a process related to water management in the Chewaucan River watershed. [ Instructs the State Department of Fish and Wildlife and the Water Resources Department to undertake certain activities related to the Chewaucan River watershed and Lake Abert. ] Appropriates moneys to the Higher Education Coordinating Commission for distribution to Oregon Consensus and Oregon State University for purposes related to the process. Declares an emergency, effective July 1, 2025.
Establishes the Water Workforce Program in the Higher Education Coordinating Commission to support workforce development initiatives within the water workforce. Directs the commission to award grants to local workforce development boards to administer the program. [ Requires the commission to disburse funds appropriated for the purpose of administering the program to local workforce development boards within a certain timeline. ] Requires the commission and local workforce development boards to consult with certain entities to establish a process and criteria for distributing moneys to certain subgrantees and entities that participate in certain workforce development activities. Requires the commission and the boards to establish the process and criteria within a certain timeline. Declares an emergency, effective on passage.
Allows the Energy Facility Siting Council to issue a site certificate for a small modular reactor energy facility demonstration project in Umatilla County. Requires the demonstration project to use microgrid enabling technologies such that the project can be isolated from the electric grid and support community energy resilience. Requires the council to consult with each interested federally recognized Indian tribe with tribal lands located in Umatilla County on an application for a site certificate for a demonstration project. Directs the State Department of Energy , in cooperation with certain state agencies, to prepare a report on statutes, rules, requirements or orders that may be applicable to a small modular reactor energy facility demonstration project, and statutes and rules that may need to be adopted or modified to enable the Energy Facility Siting Council to provide oversight of a demonstration project. Directs the department to submit the report to the interim committees or committees of the Legislative Assembly related to energy not later than [ one year after the Act takes effect ] December 15, 2026 . Establishes the Umatilla County SMR Demonstration Project Report Fund. Refers the Act to the people of Umatilla County for their approval or rejection at the next regular general election.
] [ Increases ] Specifies, for newly constructed buildings within a metropolitan jurisdiction, the percentage of electrical service capacity for charging electric vehicles or electric vehicle charging stations that must be installed at vehicle parking spaces in the garages or parking areas of [ newly constructed ] commercial buildings, multifamily buildings with [ five ] 10 or more units and mixed-use buildings consisting of privately owned commercial space and [ five ] 10 or more residential dwelling units.
Allows an exclusion from the Oregon taxable estate of a surviving spouse for the unused portion of exclusion that applied to the prior deceased spouse of the decedent. Applies to estates of decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
