Prohibits education service districts from imposing high school diploma requirements that are in addition to requirements established by state law if child is enrolled in educational program under Juvenile Detention Education Program or Youth Corrections Education Program.

Prohibits person from operating motorboat with wake-enhancing device between river mile 30 and river mile 50 on Willamette River. Requires person to operate wakeboard boat at slow, no-wake speed between river mile 30 and river mile 50 on Willamette River. ] Punishes by maximum of $2,000 fine. Punishes third or subsequent offense within three years by maximum of 30 days' imprisonment, $5,000 fine, or both, and requires court to order person to not operate boat for two years and to complete boating safety course. ] Establishes Task Force on Motorboat Water Sports and Recreational Activities. Sunsets task force on December 31, 2019. Takes effect on 91st day following adjournment sine die.
Provides that fixed percentage of certain forecasted video lottery revenues be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differentials between previous biennium's forecasted revenues and actual revenues. Provides that amount transferred to counties from video lottery revenue must be calculated as if certain transfers of lottery revenues to Public Employees Retirement Fund were not made. Takes effect on 91st day following adjournment sine die.
Provides that certain real property in Washington County designated by Metro as rural reserve be redesignated as urban reserve. Authorizes employment or residential use for certain real property located in Washington County. Declares emergency, effective on passage.
Establishes standards for expansion of state airport on land zoned for exclusive farm use. Directs Oregon Homeland Security Council to prioritize state airports for resiliency investments.
Provides that "eligible location," for purposes of certain property tax benefits, includes location not formerly used for industrial purposes. Provides that "eligible property" may be property appraised either by county or by Department of Revenue.
