Allows county governing body, upon remand of matter from Land Use Board of Appeals to county, to have planning commission or hearings officer conduct hearing and make decision regarding lands designated under statewide planning goal addressing agricultural lands or forestlands. Requires county governing body to review planning commission or hearings officer decision and take one of three specified actions on decision. Declares emergency, effective on passage.

Requires individual currently employed as residential care facility administrator in Oregon , or individual seeking employment as residential care facility administrator in Oregon prior to January 1, 2022, to apply for residential care facility administrator license by July 1, 2019. Allows Health Licensing Office to issue provisional residential care facility administrator license to qualified individual. Requires individual who holds provisional residential care facility administrator license to obtain residential care facility administrator license not later than January 1, 2022. Requires school districts to allow homeschooled students and students who attend public charter schools to participate in interscholastic activities, regardless of whether activities are governed by voluntary association that administers interscholastic activities. ] Modifies description of types of interscholastic activities in which homeschooled students and students who attend public charter schools must be allowed to participate if students are in any grade from kindergarten through grade eight. Requires school district to allow students who attend public charter school to participate in interscholastic activities in same manner that residents of school district are allowed to participate. Clarifies requirements for charging fee for public charter school students participating in interscholastic activities. Takes effect July 1, 2018. ] Declares emergency, effective on passage.
