Relating to the release of adults in custody.

Directs Department of Corrections to develop strengths-based release planning assessment. Requires department to assess adult in custody at least 270 days prior to release. Requires assessment report to contain recommendation of county of initial residence after release.

Relating to payments under the Public Employees Retirement System subject to Oregon personal income tax; prescribing an effective date.

Directs Public Employees Retirement Board to initiate, resume or suspend payment of certain increased benefits under Public Employees Retirement System on first day of calendar quarter following receipt of notice by board that benefit payments are or are not subject to Oregon personal income tax. Directs board to pay increased benefits not paid to person because board determined that payments were not subject to Oregon personal income tax if person later establishes that payments were subject to Oregon personal income tax. Takes effect on 91st day following adjournment sine die.

Relating to individual development accounts.

Establishes Individual Development Account Fund. Continuously appropriates moneys in fund to Housing and Community Services Department to support fiduciary organizations' development of individual development accounts. Modifies individual development account program and decouples program from sunset tax credit program. ] Appropriates moneys to the fund. ] Extends and modifies tax credits for donations for individual development accounts. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Modifies individual development account program.

Relating to vaccination against COVID-19; declaring an emergency.

Prohibits public body from issuing COVID-19 vaccine passport. Prohibits person or public body from requiring individual to state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Prohibits person or public body from requiring individual to wear face covering if individual does not state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Declares emergency, effective on passage.

Relating to driving while under the influence of intoxicants.

Expands offense of driving while under influence of intoxicants to include any drug that is used in combination with intoxicating liquor, inhalant, cannabis or controlled substance. Defines "intoxicant" for purposes of Oregon Vehicle Code. Permits conviction of driving while under influence of intoxicants even if accusatory instrument does not plead fact that person was under influence of controlled substance or inhalant.

Relating to emergency response.

Directs Office of Emergency Management to create and maintain registry of persons able and willing to provide services related to emergency response. Requires that registry be accessible to emergency management agencies and emergency program managers. Directs office to establish procedures for communicating with appropriate entities to gather and update registry information.
