Increases penalties for criminal sexual contact with underage victim when defendant is victim's teacher. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Directs Oregon Criminal Justice Commission to classify certain instances of sexual abuse in the second degree committed by teacher as crime category 8.
Declares that person may not be disqualified from service as child welfare service provider based on certain traits. Declares that child, ward or youth may not be prohibited from, disciplined for or retaliated against for publicly or privately speaking about child's, ward's or youth's experience receiving child welfare services. ] Declares emergency, effective on passage. ] Incorporates certain provisions of federal Indian Child Welfare Act into Oregon laws relating to youth offenders adjudicated for status offenses and to adoptions. Enhances state protections for Indian children in certain situations. Authorizes juvenile court to approve tribal customary adoption as permanency option for wards who are Indian children. Modifies court process to determine whether there is reason to know child is Indian child. Makes technical corrections to child welfare laws involving Indian children. Creates 24/7 sobriety program. Authorizes court, State Board of Parole and Post-Prison Supervision and local supervisory authorities to require person convicted of driving while under influence of intoxicants four times or more to participate in program as condition of probation, post-prison supervision or parole. Establishes 24/7 Sobriety Program Fund.
Grants civil immunity to individuals conducting child abuse assessments and to employees, contractors or volunteers of children's advocacy centers for any act or omission done or made while facilitating child abuse investigations.
Extends sunset of pilot program for provision of legal services to adults in custody serving sentences at Coffee Creek Correctional Facility. Appropriates moneys from General Fund, for biennium beginning July 1, 2021, to Oregon Criminal Justice Commission for purposes of funding program. Declares emergency, effective July 1, 2021.

Prohibits outdoor production of industrial hemp or marijuana within specified distance of residential property or boundary of area zoned for residential use. Requires processing of industrial hemp to occur only in area zoned for industrial use. Prohibits industrial hemp processing facility from using lighting visible outside facility between 7 p.m. and 7 a.m. Takes effect on 91st day following adjournment sine die.
