Creates a new way of committing the crime of aggravated theft in the first degree when the theft occurs from a dwelling or within the curtilage of a residence. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Modifies and creates two new ways of committing the crime of organized retail theft. Increases the penalties for organized retail theft if the person possesses a firearm during the commission of the offense or has two or more prior convictions. Punishes by a maximum of 20 years' imprisonment, $375,000 fine, or both. Directs the Oregon Criminal Justice Commission to rank organized retail theft at specified crime category levels.
Allows a person to continue to qualify for the Oregon Promise program if, after being awarded a grant, the person enters into service with any career and technical student organization approved by the Department of Education before attending community college. Applies to all persons who received grants for community college courses enrolled in during the 2024-2025 academic year or later. Declares an emergency, effective on passage.
Establishes certain health insurance coverage for applied behavior analysis therapy for certain intellectual and developmental disability diagnoses with the same requirements for coverage as autism spectrum disorder diagnoses. Sunsets on January 2, 2030.
