Relating to the redemption of beverage containers at wineries.

HB 3432 allows wineries in Oregon to refuse redeeming beverage containers that they do not sell at their location. Specifically, wineries with a valid license can decline to accept or pay the refund value for empty bottles or cans that don't match the brands they sell on-site. This change modifies existing redemption rules (ORS 459A.715) to explicitly include wineries as businesses that can apply this refusal policy, similar to other retailers under certain conditions. The bill does not affect general redemption rules for non-winery retailers or other container types.
