Requires most outdoor lighting fixtures on public lands or constructed for projects receiving state funds to use certain shielded lighting fixtures. Requires Department of Transportation to use minimal amounts of lighting on highways. Requires state agencies to remove nonshielded outdoor lighting fixtures by January 1, 2034.

Restricts public body from imposing fee for public record if public body maintains record in electronic form, requester agrees to accept record in electronic form and record is retrievable by public body without need to conduct archival search for record. Establishes presumption that fee restriction applies to requested record unless public body can document extraordinary need for public body's staff to be involved in retrieval and preparation for disclosure of public record.
Directs Oregon Health Authority to study and evaluate need for and feasibility of expanding, reconstructing, renovating or otherwise improving space, bed capacity and facilities of state hospitals or of other state facilities that are or could be used for care and treatment of persons with mental illness, with aim of increasing patient capacity by 200 percent at each location. Directs authority to determine how many employees are necessary to provide adequate care and treatment to current patient populations at state hospitals and how many employees would be needed to provide adequate care and treatment for expanded patient population. Directs authority to evaluate feasibility of establishing reserve of qualified mental health professionals to augment existing staff at state hospitals, with focus on feasibility of employing retired mental health professionals or mental health professionals from outside this state. Requires reports to Legislative Assembly. Sunsets on January 1, 2025. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to require two-thirds majority vote in favor in each chamber of Legislative Assembly to pass bills declaring emergency. Refers proposed amendment to people for their approval or rejection at next regular general election.

Establishes Oregon International Student Support Program in Higher Education Coordinating Commission for purpose of encouraging international students to enroll at public institutions of higher education. Takes effect on 91st day following adjournment sine die.
Directs Oregon Health Authority to establish toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when abortion is medically necessary. Prohibits performance of abortion unless pregnant person consulted with pregnancy resources hotline at least 48 hours prior to procedure. Creates exception. Directs authority to conduct annual records audits to ensure compliance with provisions of Act. Creates penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.
