Allows owner of property outside urban growth boundary to site additional dwelling on property for occupancy by relative of owner. Takes effect on 91st day following adjournment sine die.
Directs Department of Transportation to establish program for awarding grants to providers of traffic safety education courses to fund Spanish language traffic safety education courses. Appropriates moneys from General Fund to Department of Transportation for biennium beginning July 1, 2023, to award grants. Declares emergency, effective July 1, 2023.
Modifies mileage rate paid to witnesses for travel to and from civil and criminal proceedings.
Creates process for charging aggravated version of certain sex offenses when defendant, in order to facilitate commission of offense, knowingly causes victim to ingest controlled substance without victim's consent. Directs court to sentence defendant to mandatory minimum of 24 months' imprisonment, or to add 24 months to presumptive or mandatory minimum term of imprisonment. Provides that defendants sentenced for aggravated offense are not eligible for temporary leave from custody or reduction in term of incarceration. Declares emergency, effective on passage.
Authorizes chief petitioners to use any form of signature sheet to gather signatures for potential ballot measure, provided that signatures are legible, can be verified and chief petitioner pays fee of $5 for every sheet that is not on standard form designed by Secretary of State. Removes requirements identifying when signature gatherer is paid for gathering signatures. Makes Legislative Counsel, rather than Attorney General, responsible for drafting ballot titles for state measures. Alters requirements for electronic signature sheets. Authorizes use of electronic signature sheets for county and city measures. Removes requirement that signature gatherer certify each signature sheet. Removes registration and training requirements for paid signature gatherers. Removes estimate of financial impact requirements for state measures. Eliminates Citizens' Initiative Review Commission.
Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.
Directs Environmental Quality Commission and State Department of Agriculture to enter into memorandum of understanding to allow department to exercise exclusive jurisdiction over air quality laws, water quality laws and land quality laws that apply to agricultural lands, operations and equipment. Requires department to assume exclusive jurisdiction no later than January 1, 2026. Directs Department of Environmental Quality and State Department of Agriculture to report progress to interim committees of Legislative Assembly related to agriculture no later than September 15, 2024.
Removes tiers, based on length of track or public ownership of railroad, that establish distinction between types of short line railroads for purposes of determining amount of tax credit allowed for rehabilitation of short line railroad. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Allows landlords to terminate month-to-month residential tenancies without cause. Repeals limits on increases to rent.
Requires Oregon Health Authority to study methods by which to increase access to health care services in cities and unincorporated areas with 10,000 or fewer residents. Directs authority to submit report to interim committees of Legislative Assembly related to health care not later than September 15, 2024. Sunsets January 2, 2025.
