Creates credit against personal income tax for cost of criminal history record check required by state law for transfer of firearm. Creates subtraction from taxable income for mileage for travel associated with criminal history record check. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Takes effect on 91st day following adjournment sine die.

Establishes Oregon Cleanup and Beautification pilot program within Oregon Corrections Enterprises. Requires Oregon Corrections Enterprises to report on pilot program to interim committee of Legislative Assembly no later than September 15, 2022. Appropriates moneys from General Fund for pilot program. Sunsets pilot program January 2, 2024. Declares emergency, effective July 1, 2021.
Establishes Task Force on Disaster Response and Recovery. Directs task force, inter alia, to identify locations suitable for emergency preparedness, response and recovery needs, identify projects to prepare Redmond Municipal Airport and Oregon International Port of Coos Bay for use in emergency, and identify other projects to increase emergency resilience of this state. Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.
Requires coordinated care organization drug outlets to dispense seven-day supply of prescription drug to veteran with disability, at no cost to veteran, if veteran is unable to obtain prescription drug through United States Department of Veterans Affairs.
Authorizes State Treasurer to issue general obligation bonds under Article XI-E of Oregon Constitution in amount that produces $500 million in net proceeds for Strategic Carbon Sequestration and Forestry Sustainability Program. Directs State Forestry Department to establish Strategic Carbon Sequestration and Forestry Sustainability Program.
Declares intent to develop statewide strategy involving behavioral health mobile crisis response teams.
Modifies zero-emission and electric vehicle rebate programs to allow rebate for purchase or lease of electric farm tractor or repowering of farm tractor.
