Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Requires ballots returned by mail to be postmarked not later than date of election. Requires county clerks to announce status of tally of ballots received after election date on third and eighth calendar days after date of election. Applies to elections held on or after January 1, 2022.
Creates income tax credit for certain employers that are required to provide paid sick leave. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Provides that certain substitute teachers are considered employees of school district and are eligible for retirement benefits and health benefit plans. Allows for retroactive applicability of law.
Requires Higher Education Coordinating Commission to adopt by rule additional minimum standards regarding source of tuition revenue for licensing of career schools and schools authorized to confer degrees. Establishes penalty for violation of standards as Class B misdemeanor, punishable by maximum of six months' imprisonment, $2,500 fine, or both, and civil penalty.
Establishes Oregon Vehicle Industry Board. Transfers duties, functions and powers of Department of Transportation related to regulation of vehicle dealers and dismantlers to Oregon Vehicle Industry Board. Becomes operative on January 1, 2022. Repeals Oregon Dealer Advisory Committee. Becomes operative on January 1, 2024. Declares emergency, effective on passage.
Requires Director of Department of Consumer and Business Services to impose $15 surcharge on limited plan review for fire and life safety and to deposit proceeds of surcharge to State Treasury to credit of State Fire Marshal Fund. Directs State Fire Marshal to use proceeds of surcharge to pay costs of implementing and administering Oregon Safety Assessment Program. Takes effect on 91st day following adjournment sine die.
Requires Higher Education Coordinating Commission to provide grants to qualified public safety and healthcare employees to attend community colleges, public universities, or Oregon Health and Science University. Establishes Public Safety and Healthcare Personnel Scholarship Fund for purpose of funding grants. Limits, for purposes of personal income taxation, availability of itemized deductions. Directs Department of Revenue to make annual transfer of amount equal to estimated increase in revenue attributable to restrictions on itemized deductions allowed personal income taxpayers to fund. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Declares emergency, effective July 1, 2021. .
Creates credit against income taxes for amounts paid by veteran as principal or interest on qualified education loans. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Takes effect on 91st day following adjournment sine die.
