Requires Oregon Military Department to study military. Directs department to submit findings to interim committees of Legislative Assembly related to veterans and emergency management not later than September 15, 2024.
Establishes Oregon Disaster Recovery Authority. Provides that Governor may activate authority when declaring emergency. Directs authority, when activated, to coordinate initial crisis services, coordinate recovery and mitigation efforts and coordinate provision of emergency aid to local governments or private entities. Authorizes Governor, when authority is activated, to hire additional state agency personnel to perform duties related to emergency.
Establishes personal financial education as requirement for high school diploma. Prescribes requirements of personal financial education. Directs Department of Education to establish academic content standards and statewide assessment system for personal financial education. Requires school districts and public charter schools to offer students instruction in personal financial education.
Prohibits sales of certain products about which recyclability claim has been made. Permits sales of certain products if recyclability claims meet specified standards. Authorizes Department of Environmental Quality to impose civil penalty for violation of recyclability claim provisions. Directs department to monitor efforts to develop national labeling standards for recyclability claims. Permits department to take reasonable actions to support those efforts consistent with state law. Authorizes Environmental Quality Commission to adopt rules to conform state recyclability claim requirements with requirements in federal law.
Increases penalties for assault committed against parks and recreation employees. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.
Establishes program within Higher Education Coordinating Commission for supporting strategic investments in maritime workforce development programs and activities.
Establishes additional requirements that entities providing paid work experience opportunities to individuals must meet in order to receive certain workforce investment grant funding.
Transfers Public Defense Services Commission from judicial to executive branch. Modifies appointment and removal process for and qualifications of commission members. Directs commission to designate liaison with office of public defense services and appoint director of juvenile services. Modifies duties of executive director of public defense services. Requires director to establish specific divisions within office of public defense services. Requires that trial division provide 25 percent of trial-level public defense services by January 1, 2030, and 35 percent by January 1, 2035. Directs commission and executive director of office of public defense services to report annually to interim committees of the Legislative Assembly on progress with implementing Act. Takes effect on 91st day following adjournment sine die.
Requires nonprofit corporations that meet certain requirements, including receipt of public funds, to comply with open meetings law and public records law, to post copy of corporation's proposed annual budget to corporation's public website and to submit to and cooperate with audit. Subjects members of corporation's board of directors and officers and employees of corporation to government ethics standards. Declares emergency, effective on passage.
