Adds processor to types of entities from which taxpayer engaged in farming operation may obtain certification stating percentage of in-state agricultural commodity sold to entity, in order to determine taxpayer's commercial activity for purposes of corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Establishes Task Force on Offshore Wind. Directs task force to study how state may support development of offshore wind energy generation and transmission. Directs task force to submit findings to interim committees of Legislative Assembly related to energy and economic development no later than September 15, 2023. Directs Oregon Department of Emergency Management to develop and implement program to provide grants to counties to create and fill county-level position of disaster mitigation and recovery manager. Establishes Community Benefiting Water Infrastructure Investment Program. Directs Oregon Business Development Department to award grants under program to certain entities for purpose of planning or developing community benefiting water infrastructure project. Authorizes Director of Oregon Business Development Department to appoint Advisory Committee on Community Renewable Investment. Establishes Community Benefiting Water Infrastructure Investment Fund. Continuously appropriates moneys in fund to department for purposes of grants. Appropriates moneys to department for deposit in fund. Takes effect on 91st day following adjournment sine die.
Requires Department of Education, in collaboration with certain other agencies, to establish criteria for recognizing student internship programs. Makes student internship programs eligible for career and technical education revitalization grants. Modifies references in certain career and technical education funding provisions to focus on high demand jobs. Removes cap on number of students that may participate in youth apprenticeship programs per biennium.
Authorizes remote attestation of certain wills. Takes effect on 91st day following adjournment sine die.
Requires city with population of 200,000 or fewer to establish local standards to promote housing stability no later than July 1, 2025. Requires city to review local standards at least every 10 years. Exempts from state preemption of rent control cities with populations of 200,000 or fewer that adopt local standards to promote housing stability and cities with populations greater than 200,000. Declares emergency, effective on passage.
Directs Department of Transportation to establish grant program for fuel cell electric vehicle and hydrogen fueling demonstration projects. Appropriates moneys from General Fund to department for grant program. Requires department to study existing state statutes, regulations, rules and policies that may impede or hinder wide-scale adoption and use of fuel cell electric vehicles and hydrogen fueling. Directs department to submit findings and recommendations to interim committees of Legislative Assembly related to energy and economic development not later than September 15, 2024.
Directs Oregon Department of Emergency Management to develop and maintain grant program to harden community facilities against man-made and natural disasters. Establishes Community Facility Hardening Fund.
Provides for additional forms of identification that may be used by person to prove status as veteran when applying for veterans' recognition registration plate.
