Requires public universities and community colleges to charge tuition and fees no greater than the resident rate for an active member of the Armed Forces of the United States and for a spouse or dependent child of an active member of the Armed Forces of the United States.
Restricts the number of personnel records concerning faculty members that a community college may maintain. Provides that a faculty member may respond to information in a personnel record. Prohibits a community college or public university from basing an evaluation of a faculty member on information from personnel records other than authorized personnel records. Permits a faculty member to bring an action for damages or other equitable relief against a public university community college or individuals who participate in an evaluation in violation of the prohibition. Becomes operative January 1, 2027.
Resolves that the Legislative Assembly should appropriate from the General Fund to the Department of Veterans' Affairs an amount that is no less than the amount appropriated from the General Fund to the Department of Veterans' Affairs in the biennium beginning July 1, 2015, as adjusted.
Authorizes the general manager of a mass transit district to appoint transit security officers to aid in the enforcement of mass transit ordinances. Defines "transit security officer." Provides that a transit security officer may wear a video camera on the person's body that records the officer's interactions with members of the public while the officer is on duty. Expands public records exemption for law enforcement officers of video recordings resulting from the operation of a video camera worn upon the officer's person to include transit security officers.
Expands the application of a law requiring law enforcement officers working in crowd management to wear certain identification to crowd management in a city with a population of over 5,000, instead of 60,000.
