Urges Congress to increase number of United States Supreme Court Justices to 11 and also urges Congress to increase Circuit Courts of Appeal judges and District Court judges by proportionate number.

Permits State Accident Insurance Fund Corporation to evaluate risk corporation has insured for employers during past three years and reduce premium corporation charges employer to reflect reductions or mitigations in risk that result from agreement between employer and corporation. Permits corporation to specify in agreement with person that owns new business or that assumes ownership of existing business conditions under which corporation will charge person reduced premium rate for probationary period during which corporation evaluates person's adherence to terms of agreement.

Authorizes State Department of Fish and Wildlife to designate areas in this state as habitat critical for biodiversity. Provides that entry of oil or hazardous material into habitat critical for biodiversity due to spill or release of oil or hazardous material during unpermitted transportation is reckless endangerment of habitat critical for biodiversity. Provides that reckless endangerment of habitat critical for biodiversity is punishable by maximum of five years' imprisonment, $125,000 fine, or both. Authorizes department to impose civil penalty not to exceed $1 million for violation.

Requires school districts to provide coordinated comprehensive school counseling program. Prescribes standards for programs.

Urges Congress to lead global effort to reduce threat of nuclear war.

Exempts receipts from sales of certain agricultural products from commercial activity subject to corporate activity tax. Takes effect on 91st day following adjournment sine die.

Requires State Forestry Department to establish Western Oregon Regional Carbon Sink as geographical area and take certain actions regarding area on or before January 1, 2031. Establishes Task Force on Western Oregon Regional Carbon Sink. Sunsets task force on December 31, 2020. Establishes Western Oregon Regional Carbon Sink Advisory Board. Declares emergency, effective on passage.

Authorizes State Treasurer to issue general obligation bonds under Article XI-E of Oregon Constitution in amount that produces $500 million in net proceeds for Strategic Carbon Sequestration and Forestry Sustainability Program. Directs State Forestry Department to establish Strategic Carbon Sequestration and Forestry Sustainability Program.

Directs Department of Education to conduct study regarding impacts of major seismic event on children, including identifying methods for preparing schools and communities to meet needs of children following major seismic event. ] Establishes Task Force on Seismic Event Preparation.
