Relating to legal services for women who are incarcerated; and declaring an emergency.

Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.

Relating to participation in medical procedures.

Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.

Relating to courthouse capital construction.

Authorizes State Treasurer to issue Article XI-Q general obligation bonds to finance construction and improvement of courthouses. Authorizes county and state to enter into long-term lease agreement or intergovernmental agreement with respect to ownership or operation of courthouse or portions of courthouse that county is required to provide, including law library, in order for county to receive bond proceeds.

Relating to the inclusion of certain health care providers as eligible business firms for purposes of enterprise zone benefits.

For purposes of qualifying for enterprise zone benefits, expands definition of "eligible business firm" to include business firm engaged in providing services to general public as medical clinic, health care facility, substance abuse treatment provider or alcohol or drug rehabilitation center.

Relating to sobering facilities; declaring an emergency.

Requires Oregon Health Authority to administer program to provide matching grants to registered sobering facilities. Appropriates moneys from General Fund to authority for grants. Declares emergency, effective July 1, 2019.
