Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Appropriates moneys from General Fund ] Increases appropriation to commission from General Fund , for biennium beginning July 1, 2019, to commission ] for purposes of carrying out provisions of Act. Declares emergency, effective on passage.

Expands list of hospitals whose medical staff may qualify for specified income tax credit. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.

Excludes portion of revenue received from federal forest reserves when calculating Local Revenues for purpose of State School Fund distributions. Declares emergency, effective July 1, 2019.

Authorizes State Treasurer to issue Article XI-Q general obligation bonds to finance construction and improvement of courthouses. Authorizes county and state to enter into long-term lease agreement or intergovernmental agreement with respect to ownership or operation of courthouse or portions of courthouse that county is required to provide, including law library, in order for county to receive bond proceeds.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Curry Health District for purposes of acquiring ambulance for maternity care and opening ] emergency room in Curry Medical Center. Declares emergency, effective July 1, 2019.

Allows certain counties to adopt ordinance to impose tax on medical and recreational marijuana production. Takes effect on 91st day following adjournment sine die.

For purposes of qualifying for enterprise zone benefits, expands definition of "eligible business firm" to include business firm engaged in providing services to general public as medical clinic, health care facility, substance abuse treatment provider or alcohol or drug rehabilitation center.

Requires Oregon Health Authority to administer program to provide matching grants to registered sobering facilities. Appropriates moneys from General Fund to authority for grants. Declares emergency, effective July 1, 2019.

Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for construction of veterans' home in Roseburg, Oregon. Declares emergency, effective July 1, 2019.
