Increases salaries of certain judges. Creates new judgeships in certain counties. Removes linkage between salaries of legislators and salaries of circuit court judges. Modifies law relating to expense allowance for members of Legislative Assembly for periods when Legislative Assembly is not in session. Increases governmental service expense transfer to Legislative Fiscal Office Operating Fund. Establishes University Innovation Research Fund in State Treasury. Provides that Department of Justice may increase rate of charges for legal assistance above legislatively budgeted rate only after notice to Joint Committee on Ways and Means or Emergency Board. Requires Department of Justice to report to Joint Committee on Ways and Means on recoveries used for purposes other than certain legal costs or deposit into Department of Justice Protection and Education Revolving Account. Directs Department of Transportation to transfer moneys from Statewide Transportation Improvement Fund to Elderly and Disabled Special Transportation Fund. Requires State Department of Energy to adopt by rule program for providing rebates for purchase, construction or installation of residential and certain nonresidential solar electric systems and paired solar and storage systems. Sets forth rebate limits under program. Establishes Rooftop Solar Incentive Fund. Continuously appropriates moneys in fund to department to issue rebates. Limits total amount of rebates issued annually for nonresidential systems. Requires certain amount of rebates issued annually to be for systems installed for low or moderate income residential customers and low-income service providers. Appropriates moneys from General Fund to department for deposit in Rooftop Solar Incentive Fund. ] Requires department to submit annual report on program to Legislative Assembly. Sunsets January 2, 2024. Takes effect on 91st day following adjournment sine die.
Increases rate of tax for emergency communications. Decreases percentage of moneys in Emergency Communications Account that may be expended for administrative costs. Phases in increase and decrease over one-year period. Delays sunset on tax for emergency communications. Provides that interest from Emergency Communications Account and 9-1-1 Subaccount must be credited to 9-1-1 Subaccount.
Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.
Requires ] Establishes programs within Housing and Community Services Department to provide loans to one or more nonprofit corporations to develop programs that support manufactured dwelling park preservation and affordability for tenants. Allows department to forgive loans in amount not to exceed programs' losses. Requires nonprofit corporations to provide semiannual reports to department and department to provide biennial report to Legislative Assembly. Requires Office of Manufactured Dwelling Park Community Relations to disseminate notices of manufactured park closures or sales. Establishes programs within department to provide supplementary loans to individuals for new energy efficient manufactured dwellings and to provide grants for decommissioning and disposing of manufactured dwellings. Establishes advisory committee on manufactured housing within department. Requires committee to conduct annual evaluations of goals. Establishes Manufactured Home Preservation Fund for grant and loan programs and advisory committees. Establishes program within department to provide grants to nonprofit organization to develop infrastructure for new manufactured dwelling park in Springfield, Oregon. Appropriates moneys for deposit in Manufactured Dwelling Parks Account for grants. Requires department to submit report to Legislative Assembly on grants by December 15, 2020. Sunsets program June 30, 2023. Renames Mobile Home Parks Purchase Account to Manufactured Dwelling Parks Account. Expands allowable uses of account to support infrastructure for newly purchased manufactured dwelling parks, to support displaced individuals from closed parks and to supplement manufactured dwelling park grants to nonprofit organization. Appropriates moneys from General Fund to department for loans ] purposes of Act . Takes effect on 91st day following adjournment sine die.
