Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths ] two-thirds majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office in this state. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.

Requires authority to provide certain funds to local public health authority if qualified organization is not available in county. Directs authority to consult and coordinate with local public health authority for county before entering into contract related to local public health initiative in county. Requires Personnel Division of Oregon Department of Administrative Services to review and update classification plan and compensation for specified positions held by individuals employed by community developmental disabilities programs or support service brokerages. Requires Oregon Department of Administrative Services to adopt rules to govern procurements of clean energy technology. Directs department to cooperate with state agencies with expertise in energy production and conservation and in reducing or mitigating environmental impacts. Specifies required contents of rules. Directs other state agencies to cooperate with department in adopting and implementing rules. Permits department to enter into cooperative procurements and intergovernmental agreements to procure clean energy technology in combination with other governmental bodies in this state, State of Washington and Province of British Columbia to provide incentive for clean energy technology manufacturers and suppliers to create and retain high-skilled manufacturing jobs. Establishes Task Force on Establishing, Attracting and Supporting Regional ] Sustaining Manufacturing of Clean Energy Technology. Specifies task force membership and requires task force to study and recommend methods to attract and foster manufacturing firms and operations to this state, with emphasis on using public procurements of clean energy technology to create market and to give incentives to prospective contractors to create and retain high-skill jobs ] of attracting, fostering and sustaining manufacturing firms and operations in this state, while maximizing additional benefits, including creating and sustaining living wage or union jobs, alleviating supply chain constraints and improving access to clean energy technologies, supporting technological innovation and diversifying economy of this state . Creates income and corporate excise tax credit for advanced manufacturing production, calculated as percentage of corresponding federal income tax credit. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. ] Establishes Oregon Clean Energy Technology Manufacturing Opportunity Fund and appropriates moneys in fund to Oregon Business Development Department. Permits department to make expenditures from fund to foster, attract and sustain clean energy technology industries, early-stage companies that can grow into manufacturing operations and for other purposes, including making grants to certified community development financial institution for allocation to nonprofit organizations that promote clean energy technology manufacturing. Takes effect on 91st day following adjournment sine die.
Directs Department of Environmental Quality to establish program to provide rebates to persons that purchase or lease qualifying medium or heavy duty zero-emission vehicles. Establishes Zero-Emission Medium and Heavy Duty Vehicle Incentive Fund.
Appropriates $30,000,000 to Department of Environmental Quality for deposit in Zero-Emission Incentive Fund. Declares emergency, effective on passage.
Instructs State Department of Agriculture to establish grant program for purpose of facilitating nonlethal deterrence of wildlife conflict species by individuals who raise, keep or produce livestock or crops. Establishes Wildlife Conflict Species Nonlethal Deterrence Fund to support grant program. Appropriates moneys to department out of General Fund for deposit into Wildlife Conflict Species Nonlethal Deterrence Fund. Sunsets grant program and fund on January 2, 2029. Declares emergency, effective on passage.
Appropriates moneys to Oregon Business Development Department to award grants to communities ] cities and Oregon Indian tribes with high poverty rate ] rates for purpose of developing local poverty reduction plans. Declares emergency, effective on passage.
Directs Oregon State University to research reduced-risk pest management tools for Oregon's specialty crops and report to interim committees of Legislative Assembly no later than September 15, 2027. Declares emergency, effective on passage.
Extends to January 2, 2029, sunset of program for provision of rebate for construction or installation of solar electric system or paired solar and storage system, for residential customer or low-income service provider, on real property in Oregon. Modifies definition of "paired solar and storage system." Requires State Department of Energy, under renewable energy production system grant program, to waive requirement that construction begin within 12 months of grant award if construction was delayed because of supply chain or workforce disruptions or shortages related to COVID-19 pandemic and construction began between March 1, 2020, and March 31, 2022.
