Rep. Raquel Moore-Green

Prescribes requirements for providing education to student with disability during COVID-19 emergency. Directs Department of Education to convene advisory group for purpose of assisting students with disability to meet their individual educational needs during COVID-19 emergency. Directs department to establish process to provide compensatory or recovery educational services and for parents to resolve related claims. Declares emergency, effective on passage.

Directs Oregon Health Authority to evaluate specified issues related to certified community behavioral health clinics and report findings and analysis to interim committees of Legislative Assembly by September 30, 2023. Sunsets December 31, 2023, or earlier if federal funding for demonstration program terminates. Declares emergency, effective on passage.

Allows personal income taxpayers to subtract from taxable income amounts received from tax-exempt entity and paid toward mortgage loan in arrears, if during tax year taxpayer becomes unemployed and held position paying less than 80 percent of area median income. Applies to payments received in tax years beginning on or after January 1, 2020, and before January 1, 2022. Takes effect on 91st day following adjournment sine die.

Creates income tax credit for eligible costs of development of single-family owner-occupied housing that sells for price affordable to household with annual income at or below 80 percent of area median income. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Takes effect on 91st day following adjournment sine die.

Requires individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program to provide reimbursement for at least three primary care visits annually in addition to one annual preventive primary care visit covered without cost-sharing . Exempts commercial plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Prohibits individual and group health insurance policies, health care services contractors and multiple employer welfare arrangements from imposing more than single copayment ] Limits copayments for services provided by behavioral health home and patient centered primary care home on same day or in same facility . Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and state medical assistance program from requiring prior authorization for specialty behavioral health services provided at behavioral health home or patient centered primary care home.

Prohibits public body from issuing COVID-19 vaccine passport. Prohibits person or public body from requiring individual to state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Prohibits person or public body from requiring individual to wear face covering if individual does not state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Declares emergency, effective on passage.

Requires Director of Oregon Health Authority to work with Alcohol and Drug Policy Commission to take statewide inventory of services available to prevent and treat substance use disorders and to support individuals in recovery from substance use disorders. Specifies requirements for inventory. Requires Director of Alcohol and Drug Policy Commission to report findings to interim committees of Legislative Assembly related to mental and behavioral health by November 1, 2021. Sunsets January 2, 2023. Expands designated state agencies that must work with commission and requires agencies to meet with commission quarterly to review and report on each agency's progress and to report process and outcome measures established under commission's comprehensive addiction, prevention, treatment and recovery plan. Declares emergency, effective on passage.

Directs State Department of Fish and Wildlife, in consultation with Department of State Lands and State Parks and Recreation Department ] State Department of Agriculture, in partnership with Oregon State University , to study potential for developing commercial seaweed production to produce feed for livestock as means to reduce methane emissions. Directs State Department of Fish and Wildlife ] department to present study in report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets January 2, 2023.

Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.

Designates week of May 3 to 9, 2021, as Tardive Dyskinesia Awareness Week.
