Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper degree of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper degree of care. Directs court to award attorney fees to prevailing party. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Extends sunset on CourtCare pilot programs in Marion and Polk Counties to January 2, 2022. Directs county governing bodies to report on progress of CourtCare pilot programs no later than September 15, 2020. Appropriates moneys to Oregon Department of Administrative Services for distribution to counties to implement CourtCare pilot programs. Declares emergency, effective on passage.
Directs school districts to provide age-appropriate instruction in oral health as part of health education curriculum. Directs Oregon Health Authority to establish and maintain Community Dental Health Coordinator Pilot Program to support school-based oral health programs. Establishes Community Dental Health Coordinator Pilot Program Fund. Requires authority to seek funding for pilot program. Becomes operative on January 1, 2022, if fund balance is at least $200,000 on January 1, 2022. Requires Oregon Health Authority to accept claims for reimbursement of costs related to care coordination surrounding school-based oral health services. Sunsets program and fund on June 30, 2025. Defines "Regional Health Equity Coalition" and "Regional Health Equity Coalition model." Requires Oregon Health Authority to provide grants to ] work with Regional Health Equity Coalitions and groups utilizing Regional Health Equity Coalition model throughout state. Appropriates moneys to fund additional grants for organizations seeking to build Regional Health Equity Coalitions. ] Declares emergency, effective on passage.
Exempts receipts from sales of prescription drugs by licensed pharmacies from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.
