Rep. Raquel Moore-Green

Requires that declarations and extensions of states of emergency under certain statutes be accompanied by written explanations. Establishes durational limits for states of emergency declared under certain statutes. Provides that certain extensions of states of emergency may be made only if Governor first convenes Legislative Assembly. Provides that emergency rules and orders expire upon termination of state of emergency. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Allows owner of reservoir located on specified property within Big Butte Creek drainage area to register reservoir with Water Resources Department. Establishes effect of registration and application and qualification deadlines.

Creates credit against income taxes for amounts paid by veteran as principal or interest on qualified education loans. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Takes effect on 91st day following adjournment sine die.

Resolves that House of Representatives finds that Representative Brad Witt engaged in disorderly behavior, and further resolves that Representative Witt engaged in sexual harassment and created hostile work environment. Provides formal censure of Representative Witt and requests that Speaker of House of Representatives remove Representative Witt from committees and commissions.

Establishes Oregon Cleanup and Beautification pilot program within Oregon Corrections Enterprises. Requires Oregon Corrections Enterprises to report on pilot program to interim committee of Legislative Assembly no later than September 15, 2022. Appropriates moneys from General Fund for pilot program. Sunsets pilot program January 2, 2024. Declares emergency, effective July 1, 2021.

Increases rate of privilege tax imposed on Oregon motor vehicle dealers upon retail sale of taxable motor vehicle and rate of use tax imposed on storage, use or other consumption in this state of taxable motor vehicle purchased at retail. Applies to any taxable motor vehicle sold at retail in any jurisdiction within or outside this state that is registered by purchaser residing within boundaries of metropolitan service district to address within district. Directs revenue from increase in privilege tax to be used to supplement rebates otherwise made under zero-emission and electric vehicle rebate program and Charge Ahead Oregon Program with respect to taxable motor vehicles registered by purchaser residing within metropolitan service district to address within district. Requires electric companies to invest amount in programs to support acceleration of transportation electrification that is equal to no less than one-half of one percent of total rates collected annually from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Modifies provisions relating to transportation electrification. Directs Public Utility Commission to submit annual report to Legislative Assembly on programs. Takes effect on 91st day following adjournment sine die.

Prohibits coordinated care organization from pooling restricted reserves, capital or surplus with affiliated coordinated care organization to satisfy financial requirements.

Adds two members who are physician assistants or retired physician assistants and one additional public member to membership of Oregon Medical Board. Takes effect on 91st day following adjournment sine die.

Establishes rule of proceeding of Senate and House of Representatives of Eighty-first Legislative Assembly that prohibits committee from reporting measure out of committee if fiscal impact statement or revenue impact statement prepared for measure states that fiscal impact or revenue impact is indeterminate or unknown.
