Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.

Eliminates provision providing that evidence of all prior bad acts is admissible if relevant in criminal action.
Grants certain immunities to children's advocacy centers and to employees and designated agents of children's advocacy centers. Requires applicants for funds to establish and maintain children's advocacy center to include evidence of center's accreditation with nationally recognized organization. Requires Department of Environmental Quality to study disposal of electric vehicle batteries. Directs department to submit findings to interim committees of Legislative Assembly related to environment not later than September 15, 2024.
Authorizes court to issue order requiring person to appear upon failure to appear on Class E violation citation, and to issue arrest warrant upon further failure to appear. Provides that failure to appear on Class E violation constitutes crime of failure to appear in a violation proceeding, punishable by maximum of 364 days' imprisonment, $6,250 fine, or both. Takes effect on 91st day following adjournment sine die.
Directs Oregon Department of Emergency Management to establish liaison to each county to foster development of county-level organizations or networks to address emergency prevention, preparedness, response and recovery. Sunsets January 2, 2026. Declares emergency, effective on passage.
