Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.
Extends by five years certain provisions that allow nonresident students to attend public schools as resident students for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.
Requires Higher Education Coordinating Commission to design question allowing each student to identify whether student is parent or person acting as parent or legal guardian that will be placed on all forms used ] one or more forms used on annual basis to collect demographic information by public post-secondary institutions of education. Requires each public post-secondary institution of education to make data available to commission. Requires commission to establish format and time frame for collection and reporting of demographic data, to evaluate public post-secondary institution of education compliance with collecting and providing data and to report to each regular session of Legislative Assembly on status of collecting and providing data.
Requires reporting of physical sexual harassment by legislative officials and registered lobbyists. Specifies procedure for reporting. Punishes failure to report by maximum of $2,000 fine. Creates crime of false reporting of harassment. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Creates crime of unlawful interference with a harassment investigation. Provides that public servant commits crime of official misconduct in the first degree if public servant knowingly harasses or annoys another person by subjecting other person to certain offensive physical contact. Requires Interstate 5 Rose Quarter Project and Interstate 205 Abernethy Bridge Project to include new additional travel lanes along specified portion of highway. Requires Oregon Transportation Commission to identify status and progress of such new additional travel lanes in report required for conditional fuel tax increases in 2022 and 2024. Takes effect on 91st day following adjournment sine die.
Establishes education savings account program. Allows participating students to obtain grants from education savings accounts to fund attendance at specified types of schools or education programs. Establishes Education Savings Program Fund and transfers moneys from State School Fund distributions for use in education savings accounts. First applies to 2020-2021 school year.
