Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.

Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Establishes Task Force on Access to Quality Affordable Child Care to solicit input from underserved populations, to research past and current use of child care subsidies, to study state and federally funded child care and early learning programs, to develop recommendations to improve access to and affordability of child care and to report recommendations to Legislative Assembly no later than September 15, 2020. ] Sunsets December 31, 2020. ] Establishes Task Force on Access to Quality Affordable Child Care to study ways to increase use of and access to child care subsidies and to report recommendations to Legislative Assembly no later than December 31, 2020. Directs Early Learning Division to study existing child care subsidy programs in Oregon and submit report of its findings to task force no later than December 31, 2019. Directs division to study supply and demand for child care by geography and household demographic information and submit report of its findings to task force no later than June 30, 2020. Directs division to study barriers to accessing existing child care subsidies and submit report of its findings to task force no later than June 30, 2020. Authorizes division to contract with third-party research organization to assist with or complete study or report obligations. Sunsets January 2, 2021. Declares emergency, effective on passage.
Declares purpose of Critical Incident Review Teams. Defines "critical incident." Directs Department of Human Services to assign team within seven ] 10 days after department becomes aware of critical incident. Modifies membership of team. Directs department to publish certain information regarding teams on department's website. Modifies deadlines by which department shall publish team report. Modifies report requirements. Provides that statements in final report or document created during critical incident review process are inadmissible in civil or administrative proceedings. Declares emergency, effective on passage.
Limits extension that Land Use Board of Appeals may provide petitioner whose objection to record is denied to 14 days from later of original deadline or date of denial. Prohibits board from accepting petitioner's motions to take evidence not in record after period to object to record. ] Authorizes board to award attorney fees for motions filed without merit.
