Requires cities with population greater than 10,000 or within Metro to allow duplexes in lands zoned for single-family dwellings within urban growth boundary. Requires Metro counties and cities and cities with population greater than 25,000 to allow middle housing in lands zoned for residential uses within urban growth boundary. Requires Land Conservation and Development Commission to draft model ordinances. Requires cities and counties to amend their comprehensive plan and land use regulations to conform with requirements or to directly apply model ordinance developed by commission. Appropriates moneys to Department of Land Conservation and Development to provide technical assistance to local governments in implementing middle housing regulations and to plan improvement of urban services supporting middle housing. Requires local governments to support density expectations with findings when updating regulations to accommodate housing need. Requires cities to include number of permits issued and units produced of accessory dwelling units and middle housing in report to Department of Land Conservation and Development. Requires Department of Consumer and Business Services to establish alternate approval standards for low-rise middle housing conversions. Requires department to report on rules and standards to an interim committee of the Legislative Assembly by January 1, 2020. Prohibits enforcement of new restrictions that would prohibit the construction of middle housing in governing documents for planned communities or instruments conveying ] affecting title to real property. Prohibits conditioning approval of accessory dwelling unit within urban growth boundary on off-street parking availability or owner occupancy. Declares emergency, effective on passage.

Establishes Task Force on Universal Health Care Commission ] charged with recommending to Legislative Assembly design of Health Care for All Oregon Plan, administered by Health Care for All Oregon Board to provide publicly funded, equitable, affordable, comprehensive and high quality health care to all Oregon residents. Specifies membership and duties of commission ] task force . Requires recommendations to be guided by specified values and principles. Prescribes requirements for plan design and items that commission ] task force must consider. Requires commission to first meet by November 1, 2019, and provide first report to interim committees of Legislative Assembly related to health by March 15, 2020. Requires commission ] members of task force to be appointed by May 31, 2020, and task force to submit to 2021 regular session of Legislative Assembly final recommendations by February 1, 2021, or report on work that remains to be completed ] for design of Health Care for All Oregon Plan and Health Care for All Oregon Board . Requires Oregon Health Authority to develop plan for Medicaid Buy-In program. Specifies elements that must be included in plan, to extent feasible. Requires authority to provide report to Legislative Assembly, no later than May 1, 2020, containing discussion of potential eligibility requirements for Medicaid Buy-In program or public option, options for targeting specified groups, recommendations for legislative changes necessary to implement plan and any federal approval that would be required to implement plan. Declares emergency, effective on passage.

Abolishes "Office of Manufactured Dwelling Park Community Relations." Renames "Mobile Home Parks Account" to "Manufactured and Marina Communities Account." Requires facilities to establish mediation policy for certain disputes. Authorizes grants from Housing and Community Services Department for legal needs of low-income facility tenants. Establishes Manufactured and Marina Communities Dispute Resolution Advisory Committee. Sunsets grants and committee on January 2, 2024. Extends department's existing duties to manufactured dwellings and manufactured dwelling parks to include marinas and floating home tenants. Requires floating home owners in marina to pay fees to Manufactured and Marina Communities Account. Requires marina owners to pay fees to account and complete educational requirements. Delays operative date. Applies provisions for sale of manufactured dwelling park to marina. Allows tenants of marinas to enter into storage agreements with landlords for 12 months following lease termination. Requires manufactured dwelling park landlord, before maintaining trees, to provide tenant reasonable notice and opportunity to maintain trees. Authorizes marina landlord to require tenant to move floating home at landlord's cost. Requires marina landlords to extend for-cause termination notice for 10 months to allow tenant to repair home's float. Authorizes marina landlords to amend rental agreement to charge allowable fees. Amends process for facility landlords to terminate tenancy for cause. Amends requirements for siting, billing and notice before converting facility to submeter or pro rata billing. Amends other facility billing and conversion processes.

Requires ] Establishes programs within Housing and Community Services Department to provide loans to one or more nonprofit corporations to develop programs that support manufactured dwelling park preservation and affordability for tenants. Allows department to forgive loans in amount not to exceed programs' losses. Requires nonprofit corporations to provide semiannual reports to department and department to provide biennial report to Legislative Assembly. Requires Office of Manufactured Dwelling Park Community Relations to disseminate notices of manufactured park closures or sales. Establishes programs within department to provide supplementary loans to individuals for new energy efficient manufactured dwellings and to provide grants for decommissioning and disposing of manufactured dwellings. Establishes advisory committee on manufactured housing within department. Requires committee to conduct annual evaluations of goals. Establishes Manufactured Home Preservation Fund for grant and loan programs and advisory committees. Establishes program within department to provide grants to nonprofit organization to develop infrastructure for new manufactured dwelling park in Springfield, Oregon. Appropriates moneys for deposit in Manufactured Dwelling Parks Account for grants. Requires department to submit report to Legislative Assembly on grants by December 15, 2020. Sunsets program June 30, 2023. Renames Mobile Home Parks Purchase Account to Manufactured Dwelling Parks Account. Expands allowable uses of account to support infrastructure for newly purchased manufactured dwelling parks, to support displaced individuals from closed parks and to supplement manufactured dwelling park grants to nonprofit organization. Appropriates moneys from General Fund to department for loans ] purposes of Act . Takes effect on 91st day following adjournment sine die.

Requires financial estimate committee to file statement "MEASURE SPENDS MONEY WITHOUT IDENTIFYING A FUNDING SOURCE" with Secretary of State upon finding that ballot measure with no dedicated funding source will have financial effect on public expenditures in excess of $100,000. Requires statement to be printed in voters' pamphlet.

Expands types of entities that may receive grant from Farm-to-School Grant Program to purchase food produced or processed in state or to identify sources of foods or to process foods. Expands purposes for which grant may be used. Creates grant to encourage and sustain successful efforts related to program. Expands types of entities that may receive grant for food-based, agriculture-based or garden-based educational activities. Directs Department of Education to evaluate effectiveness of program and to ensure that technical assistance, training and resources are provided to certain entities. Declares emergency, effective July 1, 2019.

Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program. ] Appropriates moneys to Department of Consumer and Business Services to contract with vendor to conduct demographic study of dental needs and geographic distribution of COFA citizens in this state and to issue request for information to gauge interest and determine capacity of dental care organizations to provide oral health care to COFA citizens. Requires department to report to interim committees of Legislative Assembly related to health, no later than April 15, 2020, findings of study and cost of administering program to provide oral health care to COFA citizens residing in this state. Declares emergency, effective on passage.

Requires Department of Human Services to award grants to refugee resettlement agencies to provide specified services to refugees. Appropriates moneys from General Fund to department to award grants. Declares emergency, effective July 1, 2019.

Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.

Declares legislative support for survivors of sexual violence. Pledges to work toward creating an Oregon that is safe for all survivors of sexual violence.
