Defines "emergency shelter." Requires local governments to allow siting of qualifying emergency shelters by qualifying entities notwithstanding land use laws and regulations. Sunsets requirement July 1, 2021. Expands description of transitional housing accommodations to include motor-vehicle camping. Removes three-vehicle limit on motor-vehicle camping on religious institution property. Expands uses of Emergency Housing Account to include developing technical assistance regarding emergency shelters or transitional housing accommodations. Appropriates moneys to Housing and Community Services Department for deposit into Emergency Housing Account to fund grants and technical assistance for organizations to develop or operate low-barrier emergency shelters, develop supportive facilities or provide rapid rehousing services and support. Appropriates moneys to Oregon Department of Administrative Services to distribute to Cities of Bend, Eugene, Salem and Medford and to Yamhill and Lane Counties ] County to develop navigation centers that must be operating on or before November 30, 2020. Declares emergency, effective on passage.

Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Permits Department of Justice to use moneys from Criminal Injuries Compensation Account to pay for medical services provided by children's advocacy center in cases of suspected child sexual abuse or child physical abuse. Directs University of Oregon to conduct Oregon child abuse prevalence study and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study. Appropriates moneys from General Fund to Department of Education for purposes of developing curricula and providing educator training for instructional requirements that relate to child sexual abuse prevention, human sexuality education, teen dating violence and domestic violence, and similar instructional requirements that relate to child safety. Declares emergency, effective on passage.

Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Requires stewardship organizations to submit plans for mattress stewardship programs to Department of Environmental Quality. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $1,000 ] $10,000 for violation by producer or renovator and $1,000 for violation by stewardship organization. Becomes operative January 1, 2021. Declares emergency, effective on passage. ] Takes effect on 91st day following adjournment sine die.

Limits cost-sharing for health benefit plan coverage of insulin prescribed for treatment of diabetes.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.

Directs portion of remainder of sums collected from employers as civil penalties for violations of certain employment laws to be credited to Bureau of Labor and Industries Account to provide technical assistance to employers and portion of remainder of sums collected to be credited to Wage Security Fund. Caps total amounts credited to Bureau of Labor and Industries Account and to Wage Security Fund at $290,000 per year. Directs any amount remaining that exceeds cap to be paid to Department of State Lands for benefit of Common School Fund. ] Allows payment from Wage Security Fund to be made to wage claimant for wages earned and unpaid in event that Commissioner of Bureau of Labor and Industries has obtained judgment in action or has issued final order in administrative proceeding for collection of wage claim. Directs bureau to submit to interim committees of Legislative Assembly related to business and labor, by September 15, 2022, report that describes how moneys credited to Bureau of Labor and Industries Account were spent on providing technical assistance to employers. Sunsets provisions on January 1, 2023. ].

Requires Oregon Health Authority to administer and collect data from student health surveys. Requires authority to consult with Department of Education to convene student health survey planning committee, to engage adolescents in creating and revising surveys and interpreting survey data and to use survey data to assess implementation of laws and rules related to students' health, safety and well-being. Modifies definition of "adolescent" for purposes of surveys. Requires authority to provide process to inform adolescents and their parents or guardians that participation in survey is voluntary, to develop plan to distribute survey data and to biennially report on surveys to interim committee related to education. Declares emergency, effective on passage.

Repeals driving privilege suspension and eliminates imposition of driving privilege restrictions for failure to pay fine. Becomes operative October 1, 2020. Authorizes Department of Transportation to take certain actions before operative date of Act. Declares emergency, effective on passage.

Authorizes Housing and Community Services Department to provide grants, loans and technical assistance to organizations increasing homeownership program access to persons of color. Defines "persons of color." Authorizes expending Home Ownership Assistance Account funds for those purposes. Makes Oregon Housing Fund and subaccounts available to federally recognized Indian tribes that hold land in this state . Allows Department of Consumer and Business Services to require implicit bias training for mortgage loan originators. Requires Real Estate Commissioner to add implicit bias component to real estate licensing exam and continuing education credits by January 1, 2022. Requires Appraiser Certification and Licensure Board to add implicit bias component to education requirements for appraiser certification or licensure by January 1, 2022. Requires real estate licensee acting as buyer's agent to provide information to buyer regarding low-income home buyer opportunities. Establishes Joint Task Force on Addressing Racial Disparities in Home Ownership. Requires task force to report to interim committee of Legislative Assembly on or before December 1, 2020. Sunsets task force on February 1, 2021. Appropriates moneys to Housing and Community Services Department and Legislative Policy and Research Committee ] to administer Act. Takes effect on 91st day following adjournment sine die.

Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.
