Authorizes State Fish and Wildlife Commission to issue resident annual low income combination hunting and angling licenses for persons who are residents of this state and have household gross income that does not exceed 130 percent of federal poverty level for similarly sized households.
Increases total amount of tax credits for affordable housing lenders allowed for all taxpayers per fiscal year. Expands purposes for which qualified borrower may use loan proceeds, with conditions. Extends period over which credit may be claimed, for certain loans with federal financing. Adds bonds issued by housing authority to types of bonds that lending institution may purchase to make qualified loan. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Prohibits certain products that use or contain hydrofluorocarbons from entering into commerce in Oregon if product was manufactured after specified date. Requires Department of Consumer and Business Services to adopt rules as necessary to align state building code with provisions of Act or rules adopted by Environmental Quality Commission pursuant to Act. Permits state contracting agencies to give preference to products that do not use or contain hydrofluorocarbons or that use or contain hydrofluorocarbons with low global warming potential. Takes effect on 91st day following adjournment sine die.
Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Takes effect on 91st day following adjournment sine die.

Reduces tax rates, reduces maximum eligible income and modifies employment requirements for purposes of taxpayer election of reduced tax rate for certain pass-through income. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Requires, on or after October 1, 2021, officials of public bodies to grant news media representatives access to scenes of emergencies or emergency police activity that are otherwise closed to public. Provides exceptions when access may be denied. Directs Department of State Police to develop guidelines for press credentialing, when circumstances warrant denial of access, when news media representatives may be required to use personal protective equipment and for conducting safety briefings. Requires department to consult with local law enforcement and fire department personnel, representatives of local governing bodies and representatives of news media organizations in developing guidelines. Declares emergency, effective on passage.
Appropriates moneys from General Fund to Department of Human Services to award grants to refugee resettlement agencies to provide specified services to refugees. Declares emergency, effective July 1, 2021.
Directs Housing and Community Services Department to make grants to nonprofit housing counseling agencies for purpose of providing appropriate housing counseling services to grantors at risk of foreclosure on real property that is subject to residential trust deed or mortgage. ] organizations, housing authorities or government agencies that sponsor or manage homeownership programs in amounts sufficient to fund services of housing counselor to each eligible grantor that requests resolution conference with beneficiary or contacts department to request services of housing counselor. Requires nonprofit organization, housing authority or government agency that receives funding to employ and provide services to grantors through housing counselors that department certifies as having appropriate knowledge and skills. Permits department by rule to specify appropriate criteria for knowledge and skills and eligibility of grantors for services. Establishes Housing Counseling Fund in State Treasury, separate and distinct from General Fund. Requires department to disburse all grants from fund. Declares emergency, effective on passage.
Directs Legislative Equity Officer to study Legislative Branch Personnel Rule 27 procedures and make recommendations on procedure improvements to House Committee on Conduct. ] Resolves that House of Representatives finds that Representative Diego Hernandez engaged in disorderly behavior. Further resolves that, with concurrence of two-thirds of members of House of Representatives, Representative Hernandez be expelled from House of Representatives.
