Increases minimum total cost of eligible project under strategic investment program and indexes cost to increase, if any, in consumer price index. Requires business firm that will be benefited by eligible project in strategic investment program to hold job fair. Sunsets county's authority to designate strategic investment zone. Requires at least one individual negotiating strategic investment program agreement on behalf of county or city to have completed negotiation technique training program. Increases maximum dollar amount of community services fee payable by business firm in strategic investment program. Requires distribution agreement for fee to be approved by all affected special districts that provide services related to emergency prevention and response. Decreases maximum amount of personal income tax revenue that may be distributed per year to any county under strategic investment program. Increases taxable portion of real market value of eligible project located in rural area under strategic investment program. Creates sunset date for strategic investment program. Modifies procedures for pharmacy to appeal payment by pharmacy benefit manager on claim for reimbursement. Restricts audits of pharmacy claims for reimbursement. Requires policies or certificates of health insurance and contracts providing for reimbursement of cost of prescription drugs to allow policyholder, certificate holder and beneficiary to select pharmacy or pharmacist for filling prescriptions and prescription renewals, to contract with any pharmacy or pharmacist willing to abide by terms and conditions of policy, certificate or contract. Imposes new requirements with respect to insurance coverage of 340B drugs. Appropriates moneys from General Fund to Department of Consumer and Business Services for purpose of employment assistance in regulation of pharmacy benefit managers. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Requires Department of Human Services to study implementation of tax filing assistance program. Directs department to submit findings to interim committees of Legislative Assembly related to human services not later than September 15, 2024. Sunsets January 2, 2025.
Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.
Proposes amendment to Oregon Constitution to require majority of each house of Legislative Assembly to be present to conduct business. Refers proposed amendment to people for their approval or rejection at next regular general election.
Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
