Directs Department of Transportation to work with Washington State Department of Transportation and British Columbia Ministry of Transportation and Infrastructure to develop plans to operate and fund rail transportation. Directs Department of Transportation to submit biennial report on plans to interim committees of Legislative Assembly related to transportation.

Relating to rail transportation; declaring an emergency.

Provides that any agreement related to providing ultra-high-speed ground transportation in this state must include service to Eugene. Prohibits Department of Transportation from expending in any biennium more than 50 percent, or $1 million, whichever is less, of moneys available to department for passenger rail service, on ultra-high-speed ground transportation. Declares emergency, effective on passage.

Relating to a tax credit for affordable housing lenders; prescribing an effective date.

Expands purposes for which qualified borrower may use loan proceeds, in connection with tax credits allowed for affordable housing lenders, to include limited equity cooperatives, with certain conditions. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to aircraft fuel; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Increases tax on fuel usable in aircraft operated by turbine engines. Directs Oregon Department of Aviation to award grants to address environmental impact of airfield operations and development and maintenance of airport workforce. Takes effect on 91st day following adjournment sine die.

Relating to the administration of the property tax system; prescribing an effective date.

Requires Legislative Revenue Officer to study administration of property tax system in Oregon and submit report, including recommendations for legislation, to committees of Legislative Assembly related to revenue not later than September 15, 2024. Requires officer to submit preliminary report of findings that could serve as basis for legislation for 2024 regular session not later than November 10, 2023. Takes effect on 91st day following adjournment sine die.

Relating to supports for youth with acute needs; declaring an emergency.

Directs Department of Human Services to establish and administer program to provide services to youth with acute needs and families of such youth. Specifies contract requirements. Directs department to provide annual reports on program to interim committee of Legislative Assembly related to human services. Sunsets program in 2031. Declares emergency, effective on passage.

Relating to conditions for financing a purchase of a motor vehicle.

Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.

Relating to pharmacy benefit managers.

Requires pharmacy benefit managers to annually report specified information to Department of Consumer and Business Services, including costs and rebates of prescription drugs for enrollees. Authorizes civil penalty, or refusal, revocation or suspension of registration, for failing to comply with reporting requirements.

Relating to pharmacy benefit managers.

Prohibits pharmacy benefit manager, after adjudication of and payment on claim for reimbursement of prescription drug, from recouping reimbursement paid except as part of routine audit, or from imposing retroactive fee on basis that was not determined when claim was adjudicated.
