Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities. Requires public employer, upon request by exclusive representative, to authorize release time to designated representative of exclusive representative. Authorizes public employer and exclusive representative to negotiate and enter into agreements regarding release time. Entitles designated representative to be restored to same position after conclusion of release time. Requires public employer to provide exclusive representative reasonable access to employees in appropriate bargaining unit. Requires employers to provide employee contact information to exclusive representative within certain time limits. Permits public employer to deduct dues, fees and assessments from salary and wages of public employee who has authorized deduction. Requires employer to pay amounts deducted to labor organization. Expands definition of "employment relations" to include labor organization access to represented employees. Makes certain activities, related to labor organization, ] attempts to influence employee to resign from or decline membership , use of employer's electronic mail to discourage membership ] in labor organization or to discourage authorization of deduction for payment to labor organization, ] and employer's encouragement of employee to revoke authorization of deduction for payment to labor organization and provision of certain personally identifiable information about public employees within bargaining unit to entity other than exclusive representative, ] unfair labor practices.

Directs State Board of Pharmacy to adopt rules to require that prescription drugs for specified persons ] be labeled or dispensed with informational insert ] in English and other language upon request of practitioner, patient or patient representative . Specifies languages other than English to be used on label and insert and allows board to require additional languages. ] Allows board to determine prescription drugs for which additional informational insert in English and other language may be included. Requires that labels and informational inserts be available in at least 14 languages other than English. Directs board to update available languages at least once every 10 years. Exempts institutional drug outlets from requirements. Directs board to adopt rules to require pharmacy to post signage regarding patients' right to free, competent oral interpretation and translation services. Becomes operative January 1, 2021. Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.
Requires institutions of higher education to both adopt written policies and require certain individuals to participate in annual training on sexual harassment, sexual assault, domestic violence, dating violence and stalking. Establishes required content for policies and training.

Requires certain pharmacies to provide notice that naloxone and necessary medical supplies to administer naloxone are available at pharmacy. Requires practitioners to prescribe naloxone and necessary medical supplies in conjunction with prescription for certain dose of opiate. Requires practitioner to prescribe and dispense naloxone and necessary medical supplies to patient discharged from hospital after treatment for opiate overdose. Takes effect on 91st day following adjournment sine die.
Authorizes Department of State Lands to perform work to acquire and restore operation of Willamette Falls navigation canal and locks.
Establishes right of consumer to be educated about ways to reduce cost of prescription drugs. Prevents insurer, pharmacy benefit manager or third party administrator from interfering with right. Requires insurer, pharmacy benefit manager and third party administrator to apply price paid by consumer for prescription drug toward deductible or out-of-pocket maximum regardless of whether consumer used pharmacy benefit to purchase drug.
Authorizes Public Utility Commission to consider differential energy burden and other inequities of affordability in rates. Authorizes public utilities to enter agreements to provide financial assistance for organizations to represent in regulatory proceedings before commission interests of low-income residential customers and residential customers that are members of environmental justice communities. Establishes Office of the Low-Income and Environmental Justice Advocate within commission. Authorizes office to intervene in certain proceedings. Requires Low-Income and Environmental Justice Advocate to convene advisory group to advise office in discharge of duties. Requires office to report on activities of office to interim committees of Legislative Assembly related to energy no later than December 1, 2021. Directs commission to establish public process for investigating ways to address and mitigate , through nonbypassable means, differential energy burdens on classes of electric company ] public utility customers and other inequities of affordability and environmental justice . Requires commission to report findings to interim committees of Legislative Assembly related to energy and business no later than September 15, 2020 ] incorporate findings into commission's 2020 report to Environmental Justice Task Force and Governor . Sunsets public process January 2, 2021.
Authorizes State Treasurer to issue Article XI-Q general obligation bonds to finance construction and improvement of courthouses. Authorizes county and state to enter into long-term lease agreement or intergovernmental agreement with respect to ownership or operation of courthouse or portions of courthouse that county is required to provide, including law library, in order for county to receive bond proceeds.
