Authorizes city or county to adopt property tax exemption for portion ] in amount not to exceed $300,000 of assessed value of principal place of residence used by homeowner to rent space in residence through public or nonprofit home share program to individuals seeking such space. Provides that exemption shall be granted as 100 percent exemption for five consecutive years unless city or county adopts other terms. ] Provides that city or county ] adopting jurisdiction must require means testing of home share seekers. Requires ] home share rental agreement to offer space at rent affordable to home share seekers with income at or below level determined by city or county ] 60 percent of area median income, must prohibit exemption for home share agreements among family members and must specify period for which exemption may be granted . Provides that exemption applies only to tax levy of city or county enacting exemption law and other taxing districts agreeing to grant exemption, ] ordinance or resolution granting exemption may not take effect unless rates of taxation of adopting jurisdiction and taxing districts that agree to grant exemption equal 51 percent or more of total combined rate of taxation. Requires exemption to be granted to all residences on same terms in effect on date application is submitted. ] Prohibits property receiving any other property tax benefit, other than homestead property tax deferral, from being granted home share exemption. Allows city or county ] adopting jurisdiction to amend or terminate ] exemption, subject to approval process of taxing districts described above, or repeal exemption, but provides that residences granted exemption continue to receive exemption under terms in effect at time exemption was first granted. Sets cap of 500 homes that may be granted exemption statewide in any property tax year. Sunsets authority of city or county to adopt exemption or deferral on June 30 ] that becomes effective after January 31 , 2027. Repeals exemption program on January 2, 2029. Provides that residences granted exemption before repeal date continue to receive exemption under terms in effect at time granted ] if term extends past repeal date . Takes effect on 91st day following adjournment sine die.

Declares purpose of Critical Incident Review Teams. Defines "critical incident." Directs Department of Human Services to assign team within seven ] 10 days after department becomes aware of critical incident. Modifies membership of team. Directs department to publish certain information regarding teams on department's website. Modifies deadlines by which department shall publish team report. Modifies report requirements. Provides that statements in final report or document created during critical incident review process are inadmissible in civil or administrative proceedings. Declares emergency, effective on passage.
Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.
Establishes goals that promote zero-emission vehicle use and requires entities of executive department to promote zero-emission vehicle use. Requires State Department of Energy to assess market for zero-emission vehicles and ] biennially report to Governor and Legislative Assembly certain information related to zero-emission vehicles. Establishes certain requirements for purchases and leases of zero-emission vehicles for state fleet purchases or leases. Authorizes public utilities to submit public benefit proposals to recover in rates no more than $500,000 per year from customers of public utilities costs of installing electric vehicle charging stations. ] Requires agencies owning motor vehicles to provide certain additional information in annual report to Department of Environmental Quality and State Department of Energy. Authorizes school districts to use public purpose charge moneys for school district fleet audits, for purchase or lease of zero-emission vehicles and for purchase or installation of electric vehicle charging stations. .
Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.
Authorizes Long Term Care Ombudsman to hire up to 10 deputy ombudsmen. Declares emergency, effective on passage.
Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.
Requires retail or hospital pharmacy to provide written notice in conspicuous manner of availability of naloxone at pharmacy. Allows pharmacist, upon being presented with prescription for opiate or opioid of specified strength, to offer to prescribe and provide naloxone kit. Removes requirement for written approval by parole or probation officer for administration of synthetic opiate as treatment for opiate addiction if requirements of statute are met. Allows county or local public health authority to waive siting restrictions on methadone clinics to extent necessary to remove unreasonable barriers to patients' access to treatment. Requires monitoring of naloxone equivalents by prescription drug monitoring program. ] Permits Oregon Health Authority to identify by rule other drugs that are subject to monitoring under prescription drug monitoring program. Removes requirement for pharmacy to report name, address, phone number, date of birth and sex of patient for whom naloxone was prescribed. Allows pharmacy, health care professional or pharmacist to distribute multiple naloxone kits to social service agencies or other persons who work with individuals who have experienced opiate overdose and allows subsequent distribution to individual likely to experience opiate overdose or family member of individual. Permits Oregon Health Authority to review prescription monitoring information of individual who dies from drug overdose. Takes effect on 91st day following adjournment sine die.
Directs Chief Medical Examiner to complete and file report of death for person within 45 days after receiving report from Search and Rescue Coordinator, in conjunction with county sheriff, that person is missing in wilderness and presumed dead. ] Establishes process for completing and filing report of death for person missing in wilderness or forested environment and believed to be deceased.
Requires nonprofit hospitals and their nonprofit affiliated clinics to establish financial assistance policies meeting specified criteria, including reducing charges to low-income patients. Establishes consumer rights with respect to billing and charges for services provided by nonprofit hospitals and their nonprofit affiliated clinics. Requires hospital to post certain information on website, including information regarding its community health needs assessment and three-year strategy to address health care needs of community. Requires Oregon Health Authority to establish community benefit spending floor for hospitals and affiliated clinics. Specifies process for setting community benefit spending floor and factors to be considered. Requires hospital to annually report to authority specified information regarding hospital, its health care facilities and its affiliated clinics. Prohibits insurer from prohibiting hospital from waiving all or part of copayments or deductibles as condition of reimbursement for services under policy or certificate of insurance.
