Proposes amendment to Oregon Constitution to allow juries to impose verdicts in criminal cases only by unanimous agreement. Refers proposed amendment to people for their approval or rejection at next regular general election.
Allows owner of condemned property to require binding or nonbinding arbitration for claims without respect to amount in controversy. Confirms compilation of section 5, chapter 274, Oregon Laws 2005, and section 1, chapter 433, Oregon Laws 2005, with Ballot Measure 39 (2006).
Requires that any voting machine or vote tally system approved by Secretary of State must be compatible with elections conducted by ranked-choice voting and any other form of voting that is authorized under Oregon Constitution and has been used within previous 10 years in any federal, state or local election in United States.

Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $10,000 for violation by producer and $1,000 for violation by stewardship organization. Takes effect on 91st day following adjournment sine die.
Provides that part-time faculty member at public institution of higher education who qualifies for health care benefits will pay 10 percent of insurance premiums for employee coverage. Requires state to pay for remaining costs of insurance premiums out of moneys appropriated to Oregon Educators Benefit Board. Permits institution to agree through either institution policy or collective bargaining to pay portion of health care benefits paid for by employee. Provides that unless otherwise agreed through collective bargaining, employees who are eligible to receive health care benefits in manner specified may receive health care benefits from institution only in manner specified. Provides that any savings realized by institution are subject to collective bargaining. Directs board to determine prior to open enrollment period whether it has received sufficient funds to cover required premium payments. Provides that if board has not received sufficient funds, board may require employee share to increase and that institution is not responsible for paying insurance premiums. Requires legacy health benefit coverage to be maintained for part-time faculty at institutions who are not eligible for health care benefits under provisions. Establishes Part-Time Faculty Insurance Fund and continuously appropriates moneys in fund to board. Declares emergency, effective on passage.
Modifies start date for calculating one-year duration of certain protective orders if court continues or modifies order more than 30 days after original order date.
Requires electric companies and consumer-owned utilities to transfer no less than 20 percent of revenue from monetization of clean fuels credits to Public Purpose Fund Administrator. Requires Public Purpose Fund Administrator to use revenue to provide grants for transportation electrification.
Establishes Prosperity 1,000 Pilot Program to provide career coaching, occupational training and job placement services for at least 1,000 low-income job seekers residing in areas of concentrated poverty. Appropriates moneys from General Fund to Department of Human Services for biennium beginning July 1, 2021. Sunsets January 2, 2026. Declares emergency, effective July 1, 2021.
Provides that maximum loading weight of motorboat must be less than 4,000 pounds to obtain towed watersports motorboat certificate. Authorizes State Marine Board to conduct study related to increasing prescribed maximum loading weight. Provides that person shall carry towed watersports endorsement if engaged in any towed watersports within Newberg Pool Congested Zone. Takes effect on 91st day following adjournment sine die.
