Provides that Oregon estate tax is imposed only on estates of decedents dying on or before January 1, 2023. Takes effect on 91st day following adjournment sine die.

Repeals affirmative defense to charge of possessing weapon in public building for person possessing firearm in airport in accordance with federal law. Reduces fees payable to county sheriff for issuance and renewal of concealed handgun license.
Provides that person who receives finding under wolf depredation compensation and financial assistance grant program may appeal finding to county advisory committee.
Prohibits Director of Department of State Lands from requiring enhancement of wetlands to correct violation of removal-fill law.

Provides person with privileges and legal defenses available to person with Oregon concealed handgun license if person is licensed to carry concealed handgun by another state, or city or county in another state.
Requires that all executive clemency actions by Governor be initiated by application and follow specified procedures.
Requires certain recipients of grant or loan moneys distributed by state agencies to submit annual reports to committees of Legislative Assembly. Directs state agencies to notify recipients of requirements of Act. Requires persons required to file reports under Act to disclose amount and recipient of political contributions made within specified time frame.
