Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district.

Authorizes person to use dogs to hunt or pursue cougars on private property owned by person or with consent of property owner or owners. Instructs State Fish and Wildlife Commission to assess cougar depredation of livestock, establish threshold for chronic depredation and reduce cougar populations as needed to address chronic depredation.
Requires Secretary of State to establish electronic filing system to allow candidate for nomination or election to county or city office held at primary or general election to file portrait and statement electronically with secretary if candidate cannot have portrait and statement printed in county voters' pamphlet. Requires Secretary of State to post candidate portrait and statement on website. Requires applicable state voters' pamphlets and county voters' pamphlets to include list of all offices whose candidates may post portraits and statements on Secretary of State's website and website address where portraits and statements will be posted.
Prohibits insurer from canceling or raising premiums on policies of fire insurance by more than three percent if insured's property is located within wildland-urban interface or insured's primary employment or economic or business activity is farming or resource extraction. Specifies exceptions. Requires Department of Consumer and Business Services to determine by rule how to measure employment or economic or business activity for purposes of qualifying for limitations on cancellations and policy increases. Takes effect on 91st day following adjournment sine die.
Exempts receipts from sales of prescription drugs by a pharmacy from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Prohibits state agency from enforcing rules adopted as result of state of emergency related to COVID-19. Declares emergency, effective on passage.
