Creates Oregon Soil Health Initiative. Describes goals ] purpose of initiative. Describes responsibilities of state agencies and other entities participating in initiative. Directs Institute for Natural Resources to convene Soil Health Advisory Committee. ] Directs institute, in consultation with other entities, to develop Soil Health Roadmap. ] Takes effect on 91st day following adjournment sine die.

Directs Oregon Health Authority to establish and administer Pregnancy Launch Program to provide certain services to specified persons. Prohibits authority from contracting for provision of program services with organization that directly or indirectly promotes, refers for or assists pregnant persons in obtaining abortions. Directs authority to establish pregnancy resources hotline. Requires hotline to automatically connect pregnant persons seeking abortions with organizations providing services through Pregnancy Launch Program. Exempts specified records and information from public disclosure. Creates exceptions. Requires specified reports. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.

Prohibits State Fish and Wildlife Commission from designating private property as essential, important, probable or possible habitat without verifiable evidence of sensitive species, threatened species or endangered species on property.

Instructs State Forester to analyze certain criteria before adopting rule changing management of state forest lands. Instructs State Forester to annually report to committee or interim committee of Legislative Assembly related to natural resources on projected revenues from state forest lands and degree to which forest management decisions affect projected revenues. Declares emergency, effective on passage.

Reduces notice period before removal of homeless individuals from established camping site to 24 hours. Eliminates certain requirements related to storage of personal property removed from camping site. Eliminates preemption of section by local law. Declares emergency, effective on passage.

Exempts from ad valorem property taxation machinery and equipment used to compress and bale harvested straw, hay, grass or other plants. Applies to property tax years beginning on or after July 1, 2023. Takes effect on 91st day following adjournment sine die.

Provides that "attempted transfer," for purposes of Uniform Controlled Substances Act, includes possession of controlled substance with intent to transfer to another person.

Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Allocates eight-tenths of one percent of net proceeds from lottery to County Fair Account and two-tenths of one percent of net proceeds from lottery to Horse Racing Account. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Establishes Horse Racing Account separate and distinct from General Fund. Declares emergency, effective on passage.

Requires ballots returned by mail to be received by date of election.

Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on standard time for all 12 months of calendar year, except in portion of Oregon in Mountain Time Zone. Further amends law to maintain Oregon on daylight saving time, except in portion of Oregon in Mountain Time Zone. Becomes operative at 2 a.m. on second Sunday of first March following enactment of changes in federal law that allow states to adopt daylight saving time as standard of time for all 12 months of calendar year. Repeals advancement to daylight saving time standard and restores standard time for entirety of calendar year as standard of time in portion of Oregon in Pacific Time Zone if required changes in federal law have not been enacted by December 1, 2033.
